【摘要】：農(nóng)村基層協(xié)商民主是協(xié)商民主思想在中國(guó)農(nóng)村的具體體現(xiàn),對(duì)中國(guó)農(nóng)村民主政治發(fā)展具有重要作用。農(nóng)村"空心化"現(xiàn)象是分析和研究農(nóng)村基層協(xié)商民主不可回避的一個(gè)重要社會(huì)現(xiàn)實(shí)。隨著中國(guó)城鄉(xiāng)關(guān)系的轉(zhuǎn)型,農(nóng)村出現(xiàn)了"空心化"現(xiàn)象,農(nóng)村基層協(xié)商民主建設(shè)遇到了現(xiàn)實(shí)困境,具體表現(xiàn)為農(nóng)村基層協(xié)商民主參與主體的缺席、協(xié)商治理結(jié)構(gòu)的失衡和民主協(xié)商過(guò)程的空洞。針對(duì)農(nóng)村"空心化"視域下農(nóng)村基層協(xié)商民主發(fā)展的困境,從村官嵌入和務(wù)工回流二元參與主體機(jī)制的建構(gòu),正式組織與非正式組織雙方協(xié)商治理結(jié)構(gòu)的設(shè)計(jì),協(xié)商民主四個(gè)基本程序的制度安排等三個(gè)層面進(jìn)行了路徑建構(gòu),以更好地推動(dòng)農(nóng)村民主政治健康有序發(fā)展。
[Abstract]:Rural grass-roots consultative democracy is the concrete embodiment of consultative democratic thought in rural China and plays an important role in the development of rural democratic politics in China. The phenomenon of "hollowing" in rural areas is an important social reality which can not be avoided by analyzing and studying the consultative democracy at the grass-roots level in rural areas. With the transformation of the relationship between urban and rural areas in China, the phenomenon of "hollowing" has emerged in rural areas, and the construction of rural grass-roots consultative democracy has encountered a realistic dilemma, which is manifested in the absence of the subject of democratic participation in rural grass-roots consultative democracy. The imbalance of consultative governance structure and the void of democratic consultation process. In view of the dilemma of rural grass-roots consultative democracy development from the perspective of rural "hollowing", from the construction of dual participation mechanism of village officials embedded and migrant workers returning, and the design of consultation governance structure between formal organization and informal organization, In order to promote the healthy and orderly development of democratic politics in rural areas, the system arrangement of the four basic procedures of consultative democracy has been constructed in order to promote the healthy and orderly development of democratic politics in rural areas.
