【摘要】：在打擊權(quán)力腐敗的過程中,中國形成了一套以黨政合體的紀檢監(jiān)察為主的監(jiān)督模式,這種模式發(fā)揮了獨特的功能,保障了改革的順利進行。但是,在走向"法治中國"的新時期,這種傳統(tǒng)機制遇到了諸多困境和問題,必須通過改革實現(xiàn)法治化轉(zhuǎn)型。中國的監(jiān)察體制改革應(yīng)在機構(gòu)設(shè)置、黨政關(guān)系、職權(quán)范圍、外部監(jiān)督等方面進行革新,構(gòu)建獨立、權(quán)威、公正的國家監(jiān)察委員會,以此保障權(quán)力規(guī)范運行。
[Abstract]:In the process of cracking down on power corruption, China has formed a set of supervision mode of discipline inspection and supervision, which is based on the combination of party and government, which has played a unique function and ensured the smooth progress of reform. However, in the new period of "ruling by law China", this traditional mechanism has encountered many difficulties and problems, and must realize the transformation of rule by law through reform. The reform of China's supervisory system should be reformed in the aspects of institutional setup, relationship between the party and government, terms of reference, and external supervision, so as to establish an independent, authoritative and impartial state supervisory committee so as to ensure the normal operation of power.
