【摘要】：政治文明是人類改造政治生活所取得的積極的政治成果，是人類社會文明進步的重要標志。社會主義政治文明是人類政治文明發(fā)展的新階段，是社會主義現(xiàn)代化建設(shè)的重要目標。黨的十六大報告指出：發(fā)展社會主義民主政治，建設(shè)社會主義政治文明，是全面建設(shè)小康社會的重要目標。社會主義政治文明的發(fā)展是黨的執(zhí)政能力和執(zhí)政水平提高的重要體現(xiàn)。堅持中國共產(chǎn)黨的領(lǐng)導(dǎo)是我國政治文明建設(shè)的關(guān)鍵，是建設(shè)社會主義政治文明的主導(dǎo)力量和根本保障。因此，要不斷加強黨的執(zhí)政能力建設(shè)，提高黨的領(lǐng)導(dǎo)能力和執(zhí)政水平，推動社會主義政治文明發(fā)展。 本文從政治文明的視角出發(fā)來研究加強黨的執(zhí)政能力建設(shè)的路徑，深刻剖析了政治文明發(fā)展過程中黨的執(zhí)政能力建設(shè)的相關(guān)問題。本文共分為五部分： 第一部分，，就黨的執(zhí)政能力建設(shè)理論的研究現(xiàn)狀，本文研究的主要內(nèi)容及創(chuàng)新之處以及本課題研究的意義進行了概括說明。 第二部分，系統(tǒng)論述了黨的執(zhí)政能力的涵義與內(nèi)容，以及黨的執(zhí)政能力建設(shè)的涵義與基本內(nèi)容，從理論上區(qū)分了執(zhí)政能力與執(zhí)政能力建設(shè)的內(nèi)涵。 第三部分，著重揭示了政治文明與黨的執(zhí)政能力建設(shè)的內(nèi)在邏輯關(guān)系。政治文明的發(fā)展與加強黨的執(zhí)政能力建設(shè)具有內(nèi)在的緊密關(guān)聯(lián)，政治文明發(fā)展要求不斷加強黨的執(zhí)政能力建設(shè)，黨的執(zhí)政能力建設(shè)為政治文明的發(fā)展提供有效途徑和保障。 第四部分，系統(tǒng)分析了新時期對黨的執(zhí)政能力建設(shè)提出的挑戰(zhàn)，從經(jīng)濟、政治、社會、文化等多個方面展開，系統(tǒng)分析了加強黨的執(zhí)政能力建設(shè)面臨的挑戰(zhàn)與問題。 第五部分，探索總結(jié)加強黨的執(zhí)政能力建設(shè)的路徑選擇。加強黨的執(zhí)政能力建設(shè)是一項系統(tǒng)而復(fù)雜的、帶有長期性的工程，它涉及政治、經(jīng)濟、文化、社會等諸多方面。因此，對如何加強黨的執(zhí)政能力建設(shè)路徑的探索要從以下幾個方面展開：完善市場經(jīng)濟體制，拓展執(zhí)政資源；加快政治改革，健全黨的各項制度；加強政治文化建設(shè)，更新執(zhí)政理念；吸收和借鑒人類政治文明成果，創(chuàng)新執(zhí)政方式。
[Abstract]:The political civilization is the positive political achievement which the mankind reconstructs the political life obtains, is the human society civilization progress important symbol. Socialist political civilization is a new stage of the development of human political civilization and an important goal of socialist modernization. The report of the 16th National Congress of the Communist Party of China points out that developing socialist democratic politics and building socialist political civilization are the important goals of building a well-off society in an all-round way. The development of socialist political civilization is an important embodiment of the Party's ruling ability and ruling level. Adhering to the leadership of the Communist Party of China is the key to the construction of China's political civilization and the leading force and fundamental guarantee for the construction of socialist political civilization. Therefore, we should constantly strengthen the construction of the Party's ruling ability, improve the Party's leading ability and ruling level, and promote the development of socialist political civilization. From the perspective of political civilization, this paper studies the path of strengthening the Party's ruling ability construction, and deeply analyzes the relevant problems of the Party's ruling ability construction in the process of political civilization development. This paper is divided into five parts: the first part, the research status quo of the theory of the Party's ruling ability construction, the main content and innovation of this paper and the significance of the research of this subject are summarized. The second part systematically discusses the meaning and content of the Party's ruling ability, and the meaning and basic content of the Party's ruling ability construction, and distinguishes theoretically the connotation of the ruling ability and the ruling ability construction. The third part focuses on revealing the inherent logical relationship between political civilization and the Party's ruling ability. The development of the political civilization is closely related to the strengthening of the Party's ruling ability. The development of the political civilization requires the continuous strengthening of the Party's ruling ability, which provides an effective way and guarantee for the development of the political civilization. The fourth part systematically analyzes the challenges to the Party's ruling ability construction in the new period, and analyzes the challenges and problems in strengthening the Party's ruling ability construction from the aspects of economy, politics, society, culture and so on. The fifth part, explores the path choice of strengthening the Party's ruling ability construction. It is a systematic and complicated project to strengthen the Party's governing ability, which involves many aspects, such as politics, economy, culture, society and so on. Therefore, the exploration of how to strengthen the construction path of the Party's ruling ability should be carried out from the following aspects: perfecting the market economy system, expanding the ruling resources, speeding up the political reform, perfecting the Party's various systems, strengthening the political and cultural construction, Renew the governing idea, absorb and draw lessons from the achievements of human political civilization, and innovate the ruling way.
