科學發(fā)展觀的以人為本思想研究

【摘要】：以人為本,全面、協(xié)調、可持續(xù)的科學發(fā)展觀,是新一屆中央領導集體以鄧小平理論和“三個代表”重要思想為指針,把世界發(fā)展的先進理論與我國發(fā)展的具體實踐相結合提出的重要思想。以人為本是科學發(fā)展觀的綱領,是發(fā)展的主旨、主題和主線。準確理解和把握什么是以人為本,為什么要以人為本,怎樣實現(xiàn)以人為本,對于樹立和堅持科學發(fā)展觀,端正發(fā)展方向,增強發(fā)展動力,提高發(fā)展成效至關重要。 黨的十六屆三中全會通過的《關于完善社會主義市場經濟體制若干問題的決定》提出：要堅持“以人為本,樹立全面、協(xié)調、可持續(xù)的發(fā)展觀,促進經濟社會和人的全面發(fā)展”,從而揭示了科學發(fā)展觀的深刻內涵。把“以人為本”作為發(fā)展觀的核心和根本要求,堅持了馬克思主義的人本學說和社會發(fā)展觀。堅持以人為本的科學發(fā)展觀是我們黨對于中國特色的社會主義“為何發(fā)展”、“如何發(fā)展”這一問題認識上的一次重大飛躍。黨的十七大又進一步對科學發(fā)展觀的內涵與外延做了系統(tǒng)的闡述,把科學發(fā)展觀確立為指導中國特色社會主義現(xiàn)代化建設的戰(zhàn)略思想。從根本上說,發(fā)展是為了人,發(fā)展必須依靠人,以人為本是科學發(fā)展觀的本質與核心,堅持和實現(xiàn)以人為本是科學發(fā)展觀最高的實踐理念和價值追求。 科學發(fā)展觀,作為新一代領導集體提出的社會發(fā)展理念,同時也是一種執(zhí)政興國理念�？茖W發(fā)展觀的提出,在新的歷史條件下豐富和發(fā)展了馬克思主義思想,對于全面實現(xiàn)人的自由全面發(fā)展和社會的全面進步具有重要的指導作用。學習和實踐科學發(fā)展觀,關鍵就是要時刻將“人”銘記于心,做到萬物人為本、萬事民為先,切實堅持立黨為公、執(zhí)政為民,規(guī)范黨的執(zhí)政行為,堅持做到“權為民所用,情為民所系,利為民所謀”；堅持做到科學執(zhí)政、民主執(zhí)政和依法執(zhí)政。 本文從科學發(fā)展觀的歷史形成入手,全面揭示了以人為本在科學發(fā)展觀中的核心地位和中國特色社會主義的價值選擇,闡述了科學發(fā)展觀的以人為本思想的深刻內涵,探討了科學發(fā)展觀以人為本的實現(xiàn)途徑,以期充分展現(xiàn)科學發(fā)展觀以人為本思想的價值和現(xiàn)實意義。
[Abstract]:The view of scientific development, which is people-oriented, comprehensive, coordinated and sustainable, is the guide of Deng Xiaoping's theory and the important thought of "three represents". The important idea of combining the advanced theory of world development with the concrete practice of our country's development. Human-oriented is the program of scientific development, and the main theme, theme and main line of development. It is very important to understand and grasp exactly what is "people-oriented", why "people-oriented" and how to realize "people-oriented" in order to establish and adhere to the scientific concept of development, correct the direction of development, strengthen the motive force of development, and improve the development effect. The decision on improving the socialist market economy system adopted by the third Plenary session of the 16th Central Committee of the Communist Party of China (CPC) put forward the following: we should adhere to the concept of "people-oriented, establish a comprehensive, coordinated and sustainable view of development," To promote the overall development of economy, society and human beings, thus revealing the profound connotation of the scientific concept of development. Taking "people-oriented" as the core and fundamental requirement of the concept of development, it adheres to the Marxist humanistic theory and the social development view. Adhering to the scientific development view of people-oriented is an important leap in our party's understanding of the issue of "why to develop" and "how to develop" in socialism with Chinese characteristics. The 17th National Congress of the Communist Party of China made a systematic exposition on the connotation and extension of the scientific concept of development, and established the concept of scientific development as the strategic thought to guide the construction of socialist modernization with Chinese characteristics. Fundamentally speaking, development is for people, development must rely on people, people-oriented is the essence and core of the scientific development concept, upholding and realizing people-oriented is the highest practical concept and value pursuit of scientific development view. Scientific concept of development, as a new generation of leaders put forward the concept of social development, but also a ruling concept of rejuvenation. The concept of scientific development enriches and develops Marxist thought under the new historical conditions, which plays an important guiding role in realizing the all-round development of human freedom and society. The key to learning and practicing the scientific concept of development is to keep "man" in mind at all times, to make all things human-oriented, to give priority to all things, to truly adhere to the principle of establishing the party for the common good, to govern for the people, to standardize the party's governing behavior, and to persist in achieving "right for the people." Love for the people, benefit for the people, "; adhere to scientific governance, democratic governance and rule by law. Starting from the historical formation of the scientific development view, this paper comprehensively reveals the core position of people-oriented in the scientific development view and the value choice of socialism with Chinese characteristics, and expounds the profound connotation of the people-oriented thought of the scientific development view. This paper probes into the way to realize the scientific development view of people-oriented, in order to fully show the value and practical significance of the scientific development view of people-oriented thought.
