【摘要】:一個和諧、美好、充滿活力的社會,需要給每一個社會成員以激勵,鼓勵和保障他們弘揚正義、信守法則、尊己愛人、發(fā)掘智慧、成才創(chuàng)業(yè)。進入21世紀,中國明確了“全面建設(shè)惠及十幾億人口的更高水平的小康社會”的目標,要實現(xiàn)這個目標,必須推進制度創(chuàng)新,形成完善的社會激勵機制,惠及每一個人的努力、智慧和創(chuàng)造。 中國共產(chǎn)黨歷代領(lǐng)導(dǎo)人都非常重視人才激勵工作,形成了有中國特色的、切實有效的激勵思想。這些激勵思想既立足于中國革命和建設(shè)的實際情況,又高瞻遠矚,與時俱進,不斷豐富和發(fā)展;既有精神激勵,也有物質(zhì)激勵,精神激勵與物質(zhì)激勵相結(jié)合,形成了一整套指導(dǎo)中國革命和建設(shè)的行之有效的人才激勵思想體系,激勵了中國人民戰(zhàn)勝一個又一個的困難,最終取得了巨大的成就。但是,不同時期的人才激勵政策都是特定時代背景下的產(chǎn)物,因此我們一方面要從當時的具體時代背景下來看待各時的人才激勵政策,正確看待人才激勵政策的成績和經(jīng)驗,另一方面也要用發(fā)展的眼光,根據(jù)時代背景的發(fā)展要求,制定出符合當前實際的人才激勵政策。目前,我國人才發(fā)展的激勵保障機制還不夠健全,結(jié)構(gòu)還不合理,激勵的手段和方式還比較單一,不能很好的發(fā)揮人才的積極性、主動性和創(chuàng)造性,不能全方位的激勵人才。因此,我們要以辯證唯物主義和歷史唯物主義為指導(dǎo),緊密結(jié)合世界經(jīng)濟、政治的新變化,全面、系統(tǒng)、深入地去學習、研究、總結(jié)并發(fā)展黨的人才激勵思想,根據(jù)新時代新變化制定出符合當前的人才激勵政策。針對當前的這些問題,我們要制定出有效的成果轉(zhuǎn)化政策和有效的知識產(chǎn)權(quán)政策;要完善人才評價、選拔、考核制度,改革人才評價方式,明確人才選拔標準,改進人才考核方式;要運用多樣化的激勵手段,運用目標激勵、感情激勵、平臺激勵、環(huán)境激勵、文化激勵等。只有這樣我們才能更好的全方位的激勵人才,從而為全面建設(shè)小康社會、構(gòu)建社會主義和諧社會提供重要的人才支持和智力保障。
[Abstract]:A harmonious, beautiful, vibrant society needs to inspire, encourage and guarantee every member of society to carry forward justice, abide by law, respect oneself and love, discover wisdom, and become a business. China has made clear the goal of "building a higher level of well-off society that benefits more than a billion people in an all-round way." in order to achieve this goal, we must promote institutional innovation, form a perfect social incentive mechanism, and benefit everyone's efforts, wisdom, and creativity. Successive leaders of the Communist Party of China have attached great importance to the work of encouraging talented people and formed effective and effective incentive thoughts with Chinese characteristics. These motivating thoughts are based on the actual situation of the Chinese revolution and construction, but also have great foresight and advance with the times. Both spiritual and material incentives, the combination of spiritual incentives and material incentives, have formed a set of effective ideological systems for encouraging talents to guide the revolution and construction of China. Inspired the Chinese people to overcome one difficulty after another, and finally made great achievements. However, the talent incentive policies of different periods are the product of a specific era background. Therefore, on the one hand, we should look at the talent incentive policy at various times from the specific background of the times, and correctly look at the achievements and experiences of the talent incentive policy; on the other hand, we should also use the perspective of development, according to the development requirements of the background of the times. At present, the incentive mechanism for talent development in our country is not perfect, the structure is not reasonable, the means and means of encouragement are relatively simple, and the enthusiasm of talents cannot be brought into full play. Therefore, we should take dialectical materialism and historical materialism as the guidance, closely integrate the new changes in the world economy and politics, comprehensively, systematically, and deeply study and study. Summing up and developing the Party's thought of talent incentive, according to the new era and new changes, we should formulate the policy of talent incentive in line with the current situation. In view of the current problems, we should formulate effective policies of transforming achievements and effective intellectual property rights. It is necessary to perfect the talent evaluation, selection, examination system, reform the way of talent evaluation, define the criteria of talent selection, improve the way of talent assessment, use diversified incentive means, use objective incentive, emotional incentive, platform incentive, environmental incentive, Only in this way can we encourage talents in all directions and provide important talent support and intellectual security for building a well-off society in an all-round way and building a harmonious socialist society.
