本文選題：中國(guó)共產(chǎn)黨　切入點(diǎn)：制度　出處：《中共中央黨�！�2013年博士論文

【摘要】：20世紀(jì)80年代以來(lái)，中國(guó)共產(chǎn)黨在反復(fù)比較黨的建設(shè)正反兩方面的經(jīng)驗(yàn)基礎(chǔ)上，更加深刻地認(rèn)識(shí)到制度對(duì)黨的建設(shè)具有根本性、穩(wěn)定性、全局性、長(zhǎng)期性的重要作用。為此，中國(guó)共產(chǎn)黨基于制度缺失的嚴(yán)峻現(xiàn)實(shí)，根據(jù)黨的建設(shè)實(shí)踐發(fā)展的客觀需要，相繼制定了一系列的黨的制度，初步形成了黨的制度體系的雛形與輪廓，從而為黨的建設(shè)提供了堅(jiān)強(qiáng)有力的支撐和保障。但隨著制度條文的日趨增加和制度質(zhì)量的日益提高，制度所指向的黨內(nèi)問(wèn)題卻并未日漸減少，究其根源則在于制度執(zhí)行不力致使制度的本來(lái)功能和預(yù)期效用無(wú)法得到充分的彰顯和展現(xiàn)。實(shí)質(zhì)上，制度的效用取決于制度執(zhí)行力，制度的生命力在于執(zhí)行。故而提高制度執(zhí)行力是當(dāng)前制度建設(shè)“內(nèi)心狀態(tài)最實(shí)際的呼聲”。因此，本文以黨的制度執(zhí)行力為研究對(duì)象，圍繞提高黨的制度執(zhí)行力的研究主題，綜合運(yùn)用文獻(xiàn)研究法、歷史分析法、比較研究法、跨學(xué)科研究法、調(diào)查研究法等研究方法，以理論建構(gòu)、現(xiàn)實(shí)驗(yàn)證和經(jīng)驗(yàn)推廣、問(wèn)題治理為研究進(jìn)路，通過(guò)黨的制度執(zhí)行力系統(tǒng)的理論預(yù)設(shè)，建構(gòu)起黨的制度執(zhí)行力的一般理論分析框架，并以此分析框架統(tǒng)攝全文：首先對(duì)黨的制度執(zhí)行的已然狀態(tài)即執(zhí)行歷史進(jìn)行分析，，歸納總結(jié)制度執(zhí)行的階段特征和歷史經(jīng)驗(yàn)，接著對(duì)黨的制度執(zhí)行的實(shí)然狀態(tài)即當(dāng)前制度執(zhí)行所存在的困境與成因進(jìn)行剖析，最后就如何實(shí)現(xiàn)制度執(zhí)行的將然狀態(tài)進(jìn)行對(duì)策研析，相應(yīng)地提出加強(qiáng)制度執(zhí)行力的治理策略。 全文由導(dǎo)論、正文（四章）、結(jié)語(yǔ)三部分組成，具體內(nèi)容摘要如下： 導(dǎo)論主要闡釋了研究問(wèn)題的提出、研究意義、研究綜述、研究思路和方法，以及研究的難點(diǎn)、創(chuàng)新和限度。 第一章是理論分析部分，主要梳理界定了制度的內(nèi)涵與功能、黨的制度的內(nèi)涵與功能，以及對(duì)制度執(zhí)行的內(nèi)涵分析、過(guò)程分析、特征分析，并預(yù)設(shè)了黨的制度執(zhí)行力系統(tǒng)，其主要包含執(zhí)行制度、執(zhí)行主體、執(zhí)行客體、執(zhí)行監(jiān)控、執(zhí)行資源、執(zhí)行環(huán)境等六大系統(tǒng)要素，以此形成了黨的制度執(zhí)行力的一般理論分析框架。 第二章是歷史探析部分，主要追尋了黨的制度執(zhí)行的歷史進(jìn)路，歸納了黨的制度執(zhí)行的歷史分期，總結(jié)了黨的制度執(zhí)行的歷史經(jīng)驗(yàn)。文中認(rèn)為，以黨的制度執(zhí)行的“典型性的發(fā)展點(diǎn)”為基本標(biāo)識(shí)，90多年來(lái)黨的制度執(zhí)行史大體上可分為初步探索階段、積極推進(jìn)階段、遭遇挫折階段、恢復(fù)發(fā)展階段以及全面推進(jìn)階段等五個(gè)階段，并取得了制度執(zhí)行的五個(gè)基本經(jīng)驗(yàn)，即注重黨的制度質(zhì)量問(wèn)題、加強(qiáng)黨的制度體系建設(shè)、形成黨的制度權(quán)威意識(shí)、提高黨的制度執(zhí)行能力、強(qiáng)化黨的制度執(zhí)行監(jiān)督。 第三章是問(wèn)題剖析部分，主要分析了當(dāng)前黨的制度執(zhí)行過(guò)程中所存在的五個(gè)典型問(wèn)題即制度虛置、制度剪切、制度敷衍、制度附加、制度置換，并從靜態(tài)向度和動(dòng)態(tài)向度兩個(gè)方面對(duì)制度執(zhí)行不力的成因進(jìn)行剖析。文中認(rèn)為，制度執(zhí)行不力既有單獨(dú)的各個(gè)系統(tǒng)要素的問(wèn)題，也有各個(gè)要素聯(lián)合互動(dòng)即運(yùn)行機(jī)制的問(wèn)題。 第四章是對(duì)策研析部分，主要提出了從前提、過(guò)程和保障三個(gè)方面來(lái)提高黨的制度執(zhí)行力。文中認(rèn)為，提高黨的制度執(zhí)行力，構(gòu)建黨的制度的科學(xué)體系是前提、形成制度運(yùn)行的合理機(jī)制是過(guò)程，優(yōu)化制度執(zhí)行的資源環(huán)境是保障。就前提方面而言，必須提高單項(xiàng)制度的質(zhì)量以構(gòu)建微觀層面的制度體系，加強(qiáng)黨內(nèi)制度的整合以構(gòu)建中觀層面的制度體系，實(shí)現(xiàn)內(nèi)外制度的互動(dòng)以構(gòu)建宏觀層面的制度體系；就過(guò)程方面而言，必須完善制度的傳播機(jī)制、健全制度的執(zhí)行機(jī)制、強(qiáng)化制度的控制機(jī)制；就保障方面而言，必須優(yōu)化執(zhí)行資源的有效供給、塑造崇尚法治的社會(huì)環(huán)境、培育黨內(nèi)制度的執(zhí)行文化。 結(jié)語(yǔ)主要對(duì)本文進(jìn)行總結(jié)以及對(duì)進(jìn)一步研究的展望。
[Abstract]:Since 1980s, the Communist Party of China in repeated comparison based on two aspects of positive and negative experience of the party construction, a more profound understanding of the system is fundamental to the construction of the party, stability, overall, an important role in a long term. Therefore, the Communist Party of China grim reality based on lack of system, according to the actual needs of the development of the party's construction practice the party has formulated a series of system, the initial formation of the prototype system and the outline of the party, which provides strong support and guarantee for the construction of the party. But with the provisions of the system increasingly increase and increasing the quality of the system, pointing to the problems within the party system but did not decline the reason lies in the implementation of the system function and the expected utility was the facts that the system can not be fully demonstrated and demonstrated. In essence, the utility depends on system in system execution, Vitality of the system is implemented. Therefore, improve the system of executive power is the current system construction "the actual state of inner voice". The introduction mainly explains the presentation of research issues, research significance, research review, research ideas and methods, as well as the difficulties, innovation and limitations of the research.
The first chapter is the theoretical analysis part, mainly about the definition and function of the connotation of the system, connotation and function of the system of the party, as well as the analysis of the connotation of the system implementation process analysis, feature analysis, and the default system of party system execution, which mainly includes the implementation of the system, the implementation of the subject, object of execution, execution monitoring, execution, execution environment six major elements of the system, so as to form the general theory of execution of the party system analysis framework.
The second chapter is the main part of history, traces the historical approach to carry out the party's system, summed up the implementation of the system of party history, summarizes the historical experience of the implementation of the party's system. The fourth chapter is the countermeasure analysis part, mainly put forward from three aspects of the premise, process and guarantee to improve the executive power of the party system. In this paper, to improve the party's execution of the system, constructing a scientific system of the party system is the premise, form a reasonable mechanism of system operation process, optimization of resource environment system implementation is the guarantee. The premise, must improve the quality system of single system to build the micro level system, strengthen the integration of Party System in the construction of the meso level, the system achieve the interaction inside and outside system to build the macro level; the process is concerned, we must improve the communication mechanism of the system, improve the system of executive mechanism the mechanism of strengthening control system; ensuring respect, must optimize the implementation of the effective supply of resources, build respect for the rule of law environment, cultivate the party system of executive culture.
The conclusion is the summary of this article and the prospect of further research.
