【摘要】：交通運(yùn)輸業(yè)不僅是我國國民經(jīng)濟(jì)發(fā)展的基石，也是國民經(jīng)濟(jì)發(fā)展的先導(dǎo)，更是現(xiàn)代化建設(shè)的必要手段，在政治、經(jīng)濟(jì)、文化、國防等方面都發(fā)揮著重要作用。新民主主義革命時期，交通主要為革命戰(zhàn)爭服務(wù)，為奪取政權(quán)服務(wù)。新中國成立至十一屆三中全會前，交通主要為經(jīng)濟(jì)和戰(zhàn)備雙重服務(wù)，為維護(hù)國家統(tǒng)一、民族團(tuán)結(jié)、邊疆穩(wěn)定發(fā)揮了重要作用。十一屆三中全會后，交通建設(shè)主要是為經(jīng)濟(jì)建設(shè)服務(wù)。中國共產(chǎn)黨在領(lǐng)導(dǎo)中國特色社會主義建設(shè)過程中，高度重視交通運(yùn)輸業(yè)，對交通事業(yè)的建設(shè)和改革作出了許多重要的指示和精辟論述，形成了中國共產(chǎn)黨獨(dú)具特色的交通建設(shè)思想。中國共產(chǎn)黨交通建設(shè)思想具有豐富的內(nèi)涵，是黨的現(xiàn)代化理論的重要組成部分，是馬克思主義中國化的重要理論成果。 本文以中國共產(chǎn)黨交通建設(shè)思想的三個重要?dú)v史階段：革命戰(zhàn)爭到新中國成立、建國初到十一屆三中全會前以及改革開放后作為基本主線，根據(jù)相關(guān)史料論述了中國共產(chǎn)黨交通建設(shè)思想是馬克思主義中國化的重要理論成果。從理論淵源、歷史淵源、現(xiàn)實(shí)基礎(chǔ)方面分析了中國共產(chǎn)黨交通建設(shè)思想形成的社會歷史條件及其發(fā)展歷程。概括了中國共產(chǎn)黨交通建設(shè)思想的主要內(nèi)容，包括把發(fā)展交通事業(yè)提到戰(zhàn)略高度；依靠人民辦交通，辦好交通為人民；科教興教，大力培養(yǎng)交通人才；集中各方力量發(fā)展交通事業(yè)；利用交通推進(jìn)外交工作等內(nèi)容。提煉總結(jié)了人民性、時代性、戰(zhàn)略性、群眾性、主體性、統(tǒng)籌性、科學(xué)性的特點(diǎn)。提出了中國共產(chǎn)黨交通思想的啟示：實(shí)現(xiàn)交通發(fā)展，，必須把交通建設(shè)提到戰(zhàn)略高度、必須堅持以人為本、必須團(tuán)結(jié)一切可以團(tuán)結(jié)的力量、必須堅持科學(xué)技術(shù)是第一生產(chǎn)力、必須弘揚(yáng)艱苦奮斗的革命精神、必須堅持走可持續(xù)發(fā)展的和諧交通之路，大力發(fā)展生態(tài)交通、綠色交通。中國共產(chǎn)黨交通建設(shè)思想的提出及其實(shí)踐，為改革開放和中國交通事業(yè)的發(fā)展奠定了深厚的基礎(chǔ)，也對全面建設(shè)小康社會具有重要的現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:Transportation is not only the cornerstone of the national economic development of our country, but also the forerunner of the national economic development. It is also a necessary means of modernization, in politics, economy and culture. During the period of the New Democratic Revolution, communications mainly served the revolutionary war and the seizure of political power. Between the founding of New China and the third Plenary session of the Eleventh Central Committee, transportation mainly served both economy and war readiness. In order to safeguard national unity, national unity and border stability, traffic construction was mainly for economic construction after the third Plenary session of the Eleventh Central Committee. In the process of leading the construction of socialism with Chinese characteristics, the Communist Party of China has been leading the process of building socialism with Chinese characteristics. Attach great importance to the transportation industry, give many important instructions and incisive expositions on the construction and reform of the transportation industry, and form the Communist Party of China's unique thoughts on traffic construction, which have rich connotations. It is an important part of the Party's modernization theory and an important theoretical achievement of Marxism in China. This article takes three important historical stages of the Communist Party of China's traffic construction thought: the revolutionary war to the founding of New China, the beginning of the founding of the people's Republic of China to the third Plenary session of the Eleventh Central Committee, and the reform and opening up to the outside world. Based on the relevant historical data, this paper discusses that the traffic construction thought of the Communist Party of China is an important theoretical achievement of the Sinicization of Marxism. On the basis of reality, this paper analyzes the social and historical conditions of the formation of the Communist Party of China's traffic construction thought and its development course, and summarizes the main contents of the Communist Party of China's traffic construction thought, including putting the development of the transportation industry to a strategic height. Relying on the people to run transportation and running it well for the people; promoting education through science and education, vigorously training transportation personnel, concentrating all efforts to develop transportation undertakings, using traffic to promote diplomatic work, etc.; refining and summarizing the people's character, the epoch, and the strategy, This paper puts forward the enlightenment of the Communist Party of China's traffic thought: to realize the traffic development, we must raise the traffic construction to the strategic height, must adhere to the people-oriented, We must unite all forces that can be United, must insist that science and technology are the first productive force, must carry forward the revolutionary spirit of hard struggle, must adhere to the road of harmonious transportation for sustainable development, and vigorously develop ecological transport. The putting forward and practice of the traffic construction thought of the Communist Party of China has laid a deep foundation for the reform and opening up and the development of China's transportation, and also has important practical guiding significance for the construction of a well-off society in an all-round way.
