【摘要】：我國文化遺產(chǎn)分布廣、數(shù)量多、管理不易,近年來加之災(zāi)害頻發(fā),對(duì)文物造成了極大的破壞。面對(duì)破壞數(shù)量大、損壞嚴(yán)重的各種文物現(xiàn)狀,其保護(hù)修復(fù)工程浩大。而在搶救保護(hù)修復(fù)過程中,管理人員難以對(duì)文物所在的大量基礎(chǔ)地理資料、文化遺產(chǎn)基礎(chǔ)信息資料、環(huán)境信息資料、文物基本信息資料和受損文物調(diào)查評(píng)估資料及搶救修復(fù)過程中產(chǎn)生的各種信息資料進(jìn)行科學(xué)、有效的分析、管理和應(yīng)用。為了更系統(tǒng)更科學(xué)的管理我國的文化遺產(chǎn),利用傳統(tǒng)的管理手段很難滿足工作需要。因此,利用現(xiàn)代信息技術(shù)手段構(gòu)建文化遺產(chǎn)保護(hù)工程管理綜合信息平臺(tái),通過該系統(tǒng)為文物日常管理、搶救性保護(hù)以及修復(fù)實(shí)施和管理監(jiān)測(cè)工作提供支撐具有重大意義。 本文在綜合分析國內(nèi)外文化遺產(chǎn)信息系統(tǒng)應(yīng)用現(xiàn)狀的基礎(chǔ)上,針對(duì)我國文化遺產(chǎn)保護(hù)的任務(wù)和業(yè)務(wù)流程,設(shè)計(jì)基于3S技術(shù)的文化遺產(chǎn)保護(hù)工程管理信息系統(tǒng)。建立一個(gè)國家、省市、地方多級(jí)的基于網(wǎng)絡(luò)技術(shù)和3S技術(shù)的跨文物管理部門、文博單位等和集行政審批、管理于一體的綜合信息管理平臺(tái)。最后以汶川地震災(zāi)區(qū)為例,根據(jù)上述研究成果建立災(zāi)后文化遺產(chǎn)搶救性保護(hù)綜合信息平臺(tái)系統(tǒng),研究成果將為災(zāi)區(qū)文化遺產(chǎn)的保護(hù)管理、損毀評(píng)估、修復(fù)方案的編制、修復(fù)方案評(píng)審以及修復(fù)工程的管理提供有效的工作平臺(tái)。 通過本文的研究,建立文化遺產(chǎn)保護(hù)工程管理平臺(tái),在提高文化遺產(chǎn)保護(hù)管理水平和實(shí)際工程實(shí)施效率的基礎(chǔ)上,為文化遺產(chǎn)保護(hù)部門的決策者、管理者提供更為客觀、綜合的實(shí)際調(diào)查信息,為文化遺產(chǎn)保護(hù)業(yè)務(wù)、修復(fù)工程的進(jìn)度管理、質(zhì)量管理、經(jīng)費(fèi)管理等及各項(xiàng)行政審批管理提供了基礎(chǔ)信息平臺(tái),為在近三年內(nèi)基本完成重要文化遺產(chǎn)的搶救修復(fù)任務(wù)提供了保障。
[Abstract]:Our cultural heritage is widely distributed, the number, the management is not easy, in recent years, coupled with disasters, and caused great damage to the relics. Faced with the destruction of large quantity, serious damage to various situation of cultural relics, the protection and restoration of a huge project. And in the rescue and protection in the process of repairing, management personnel is difficult for a lot of basic geographic data of cultural relics the cultural heritage data, basic information, environmental information, information from the basic information of cultural relics and cultural relics survey data and rescue the damaged repair in the process of scientific, effective analysis, management and application. In order to manage the system more scientific and more cultural heritage of our country, the traditional management is very difficult to meet the need of work. Therefore, constructing the cultural heritage protection project management information platform to make use of modern information technology, through the system for the daily management of cultural relics, in order to rescue protection It is of great significance to provide support for the rehabilitation and management of monitoring and monitoring.
Based on the comprehensive analysis of the current situation of cultural heritage information system application in China, for the protection of our cultural heritage mission and business process, the design of 3S cultural heritage protection project management information system. Based on the establishment of a national, provincial, local cross cultural relics management department of network technology and 3S Technology based on a multi-level, fair the unit and the administrative examination and approval, integrated information management platform of management as a whole. Finally take the Wenchuan earthquake as an example, according to the research results above, the establishment of post disaster rescue of cultural heritage protection integrated information platform system, the research results will damage assessment for the protection of cultural heritage management, disaster area, establishment of repair plan, work effectively platform repair and rehabilitation works program management review.
Through this research, the establishment of cultural heritage protection project management platform, based on the implementation efficiency and improve the level of protection of cultural heritage management and practical engineering, for the departments of cultural heritage protection, decision-makers and managers to provide more objective and comprehensive practical investigation information, for the protection of cultural heritage, the quality of the project schedule management, repair management, provides the basic information platform of funds management and the administrative examination and approval management, provide a guarantee for the emergency repair task completed an important cultural heritage in the past three years.
