自2011年敘利亞內(nèi)戰(zhàn)爆發(fā)以來,超過400萬敘利亞難民逃往國外,形成了自二戰(zhàn)以來規(guī)模最大的難民潮。因此,敘利亞難民問題成為世界各國關(guān)注與討論的焦點之一。加拿大作為全球難民接收大國之一,在不同的歷史時期接收了大量來自不同國家和地區(qū)的移民和難民。此次敘利亞難民是加拿大二戰(zhàn)后接收的最大數(shù)量的難民。本文旨在通過研究敘利亞難民潮爆發(fā)后,加拿大政府在接收、安置和融入敘利亞難民方面所做的工作,來分析加拿大在此次安置中所體現(xiàn)的獨特性,并討論了產(chǎn)生這些獨特性背后的原因。首先,加拿大在接收敘利亞難民的態(tài)度和選擇接收的時機上具有獨特性。加拿大接納敘利亞難民之際,其他國家正在考慮采取拒絕敘利亞難民的措施。加拿大選擇接收的主要原因有三點:敘利亞3歲男童伏尸土耳其海灘的照片是導火索;敘利亞難民問題為2015年加拿大聯(lián)邦大選的競選議題和加拿大對移民和難民所持的一貫的安置立場。其次,加拿大在對敘利亞難民的選擇和安全審查上也體現(xiàn)出獨特性。在難民的選擇上,加拿大接收的敘利亞難民全部都是在聯(lián)合國難民營登記在案的自愿尋求庇護的家庭和弱勢群體,且不接收獨身前往加拿大的敘利亞男性難民。因此,加拿大接收的敘利亞難民已在海外進行了基...
