1997年新工黨執(zhí)政伊始,英國外交大臣羅賓·庫克提出,英國外交政策中要包含一道德維度,大體指,英國的外交政策應(yīng)該促進人權(quán)、民主和平的發(fā)展。這一看似新鮮的理念引起了媒體、政客和學(xué)界的廣泛爭議。一種觀點認(rèn)為所謂道德外交只是空洞的辭令,另一種觀點認(rèn)為道德外交確實包含利他主義的考量。這一外交理念之后被應(yīng)用于英國首相托尼布萊爾的外交實踐中,尤其是人道主義干預(yù)方面,比如1999年的科索沃戰(zhàn)爭上。然而2003年發(fā)生的伊拉克戰(zhàn)爭在很大程度上證明所謂道德外交只是空口說辭,英國參與伊拉克戰(zhàn)爭主要原因是為了借重美國的力量發(fā)揮大國影響力,獲取伊拉克的石油資源也是一重要因素,而非為了維護正義,促進伊拉克的民主和和平。2010年保守黨／自由民主黨聯(lián)合政府組閣之后,也強調(diào)在一“網(wǎng)狀化世界”中,英國也要促進人權(quán)、民主等價值觀的傳播。2011年,在經(jīng)濟嚴(yán)重低迷的情況下,聯(lián)合政府針對利比亞危機仍出兵進行了軍事干預(yù)。到了2013年,針對敘利亞危機,卡梅倫首相在議會提出在美國對敘利亞發(fā)動空襲時,英國也會加入美國的提案,卻遭到了議會的否決。卡梅倫表示接受議會的決議,英國不會對敘利亞進行軍事干預(yù)。本文旨在研究從新工黨到卡梅倫聯(lián)合...
