【摘要】：2011年初,由于卡扎菲政府的武力鎮(zhèn)壓,利比亞國(guó)內(nèi)的和平反政府游行逐漸演變成反政府武裝同政府軍的內(nèi)戰(zhàn)。根據(jù)聯(lián)合國(guó)安理會(huì)第1973號(hào)決議,以美國(guó)、法國(guó)和英國(guó)為首的北約軍隊(duì)發(fā)起了對(duì)利比亞的侵略戰(zhàn)爭(zhēng),幫助利比亞反政府武裝奪取政權(quán)。在這場(chǎng)聲勢(shì)浩大的國(guó)際軍事干預(yù)中,美國(guó)一改往日在科索沃戰(zhàn)爭(zhēng)、阿富汗戰(zhàn)爭(zhēng)和伊拉克戰(zhàn)爭(zhēng)中的強(qiáng)勢(shì)作風(fēng),不僅就對(duì)利比亞實(shí)行軍事打擊遲疑不決,而且甘心居于英、法之后,早早退出空襲并交出在利比亞的軍事指揮權(quán)。美國(guó)在利比亞內(nèi)戰(zhàn)中“退居二線”的舉動(dòng)不得不讓人感到疑惑。本文旨在分析美國(guó)此舉的原因。本文首先從阿富汗戰(zhàn)爭(zhēng)和伊拉克戰(zhàn)爭(zhēng)對(duì)美國(guó)民眾和國(guó)家決策者的消極影響、次貸危機(jī)后美國(guó)低迷的經(jīng)濟(jì)復(fù)蘇步伐和重回經(jīng)濟(jì)巔峰所需要解決的問題以及美國(guó)外交傳統(tǒng)文化中理想主義與現(xiàn)實(shí)主義、孤立主義與國(guó)際主義的內(nèi)部矛盾來分析美國(guó)“退居二線”的國(guó)內(nèi)限制因素,再從國(guó)際力量重新分配給美國(guó)帶來的挑戰(zhàn)和美國(guó)作為“世界警察”的國(guó)際負(fù)擔(dān),以及美國(guó)下降了的國(guó)際威望和世界“反美主義”來解讀美國(guó)此舉的國(guó)際制約因素。由此作者得出結(jié)論:在2011年西方聯(lián)軍對(duì)利比亞內(nèi)戰(zhàn)的軍事干涉中,由于國(guó)內(nèi)和國(guó)際因素的雙重制約足夠強(qiáng)大,美國(guó)奧巴馬政府被迫退居二線。
