【摘要】：在國(guó)內(nèi)外形勢(shì)深刻變化的歷史背景下,21世紀(jì)初"執(zhí)政能力"成為中國(guó)社會(huì)的中心話(huà)語(yǔ)。聚焦執(zhí)政能力建設(shè),使進(jìn)入新世紀(jì)后黨的建設(shè)形成新的方向和實(shí)踐內(nèi)容。黨的十八大以嶄新部署謀劃全局發(fā)展,將中國(guó)特色社會(huì)主義偉大事業(yè)帶到了一個(gè)新的歷史起點(diǎn)。治國(guó)理政成為以習(xí)近平同志為核心的黨中央施政履職的實(shí)踐標(biāo)志。中國(guó)特色社會(huì)主義偉大事業(yè)發(fā)展的現(xiàn)實(shí)邏輯決定了治國(guó)理政能力新話(huà)語(yǔ)形成的思想邏輯。執(zhí)政能力與治國(guó)理政能力是既相聯(lián)系又有區(qū)別的兩個(gè)概念,執(zhí)政能力不等于治國(guó)理政能力。從執(zhí)政能力到治國(guó)理政能力的話(huà)語(yǔ)轉(zhuǎn)換,具有嶄新的時(shí)代意蘊(yùn),新理念新思想新戰(zhàn)略的形成正是黨中央治國(guó)理政能力展現(xiàn)的標(biāo)志性成果。
[Abstract]:Under the historical background of profound changes at home and abroad, "ruling ability" has become the central discourse of Chinese society at the beginning of the 21 st century. Focus on the construction of ruling ability, so that after entering the new century, the party building forms a new direction and practical content. The 18th National Congress of the Communist Party of China (CPC) planned the overall development with new plans and brought the great cause of socialism with Chinese characteristics to a new historical starting point. Governing the country has become the practical symbol of the CPC Central Committee with Comrade Xi Jinping as the core. The realistic logic of the great cause of socialism with Chinese characteristics determines the ideological logic of the formation of the new discourse of the ability of governing the country. The ruling ability and the governing ability are both related and different concepts, and the ruling ability is not equal to the ability of governing the country. The discourse transformation from ruling ability to governing the country has a new meaning of the times, and the formation of new ideas, new ideas and new strategies is the iconic achievement of the ability of the Party Central Committee to govern the country.
