【摘要】：隨著生產(chǎn)力與醫(yī)療水平的提高,我國(guó)人口的預(yù)期壽命近年來(lái)逐步提高,再加之20世紀(jì)70年代末80年代初我國(guó)便實(shí)行計(jì)劃生育政策,這兩個(gè)因素的共同作用使我國(guó)老齡化形勢(shì)日益嚴(yán)峻。人口眾多是我國(guó)的基本國(guó)情,進(jìn)入21世紀(jì)后,老齡化的發(fā)展非常迅速,根據(jù)民政部2013年底公布的數(shù)據(jù)顯示,我國(guó)60歲以上人口已突破兩億,占比近乎達(dá)到總?cè)丝诘?5%。如此龐大的老年群體為養(yǎng)老服務(wù)帶來(lái)了極大的挑戰(zhàn),如何解決這個(gè)群體的養(yǎng)老問題關(guān)系著社會(huì)的穩(wěn)定發(fā)展與長(zhǎng)足進(jìn)步。西安市是陜西省最早進(jìn)入老齡化的城市,老年人口的不斷增長(zhǎng)和老齡化的加速發(fā)展讓西安市承擔(dān)著巨大的撫養(yǎng)壓力,截至2013年底,西安市60歲以上人口已達(dá)122.72萬(wàn)人。本文在歷年人口數(shù)據(jù)與文獻(xiàn)資料的基礎(chǔ)上,通過(guò)實(shí)地調(diào)研進(jìn)一步掌握了西安市目前的人口現(xiàn)狀與養(yǎng)老服務(wù)的基本情況,分析了西安市老年人對(duì)于養(yǎng)老服務(wù)的總體與具體需求。根據(jù)對(duì)調(diào)研數(shù)據(jù)的分析,西安市日益加劇的人口老齡化使養(yǎng)老服務(wù)存在較為嚴(yán)重的供需不平衡問題。為了解決供需矛盾產(chǎn)生的問題,作者認(rèn)為應(yīng)在養(yǎng)老服務(wù)七個(gè)構(gòu)成要素的基礎(chǔ)上對(duì)西安市現(xiàn)有的養(yǎng)老服務(wù)資源進(jìn)行科學(xué)有效地整合,不斷提高現(xiàn)有資源的利用效率,根據(jù)老年人的實(shí)際需要拓展資源的創(chuàng)新利用模式,真正提高資源的可及性,改善較為滯后的養(yǎng)老服務(wù)現(xiàn)狀,讓老年人享受更加全面也更有針對(duì)性的養(yǎng)老服務(wù)。

[Abstract]:With the improvement of productivity and medical level, the life expectancy of the population in China has been gradually increased in recent years. In addition, the family planning policy has been implemented in China at the end of 1970s and the beginning of 1980s. The combined effect of these two factors makes the aging situation of our country more and more serious. The population is the basic national condition of our country. After entering the 21st century, the aging development is very rapid. According to the data released by the Ministry of Civil Affairs at the end of 2013, the population over the age of 60 in China has exceeded 200 million, accounting for nearly 15% of the total population. Such a large elderly group has brought great challenges to the old-age service. How to solve the pension problem of this group is related to the stable development and great progress of society. Xi'an is the first city to enter the aging city in Shaanxi Province. the continuous growth of the elderly population and the accelerated development of aging make Xi'an bear great pressure to raise. By the end of 2013, the population over the age of 60 in Xi'an has reached 1.2272 million. On the basis of population data and literature over the years, this paper further grasps the current population situation and the basic situation of pension services in Xi'an through field investigation, and analyzes the overall and specific needs of the elderly for pension services in Xi'an. According to the analysis of the investigation data, the increasing aging of the population in Xi'an makes the old-age service have a serious imbalance between supply and demand. In order to solve the problems caused by the contradiction between supply and demand, the author believes that the existing old-age service resources in Xi'an should be scientifically and effectively integrated on the basis of the seven elements of pension services, so as to constantly improve the utilization efficiency of existing resources, expand the innovative utilization mode of resources according to the actual needs of the elderly, truly improve the accessibility of resources, and improve the present situation of pension services lagging behind. Let the elderly enjoy a more comprehensive and targeted pension services.
