【摘要】：隨著經(jīng)濟(jì)體制和政治體制改革的深入發(fā)展,給政協(xié)提出了新形勢(shì)下加強(qiáng)協(xié)商民主建設(shè)的新任務(wù)、新要求。黨的十八屆三中、四中全會(huì)將推進(jìn)協(xié)商民主廣泛多層制度化發(fā)展作為發(fā)揮政協(xié)協(xié)商民主重要渠道作用的重大課題,列入政協(xié)履職能力現(xiàn)代化建設(shè)的創(chuàng)新實(shí)踐,即有利于提高政協(xié)的地位作用,也有利于發(fā)揮政協(xié)政治協(xié)商、民主監(jiān)督、參政議政的職能�；鶎诱䥇f(xié)協(xié)商民主建設(shè)主要存在著協(xié)商民主氛圍不濃、制度建設(shè)不完善、內(nèi)部環(huán)境不寬松、委員主體作用發(fā)揮不充分、監(jiān)督職能不到位和理論與實(shí)踐研究不深入等,影響了協(xié)商民主的制度化、規(guī)范化、程序化發(fā)展和政協(xié)履職能力的發(fā)揮。因此,加強(qiáng)基層協(xié)商民主建設(shè),認(rèn)真研究分析解決存在的問(wèn)題是基層政協(xié)工作者義不容辭的責(zé)任。本論文主要采用文獻(xiàn)研究法、歷史分析法、調(diào)查分析法等方法,收集大量文獻(xiàn)資料和基層政協(xié)工作材料,借鑒省內(nèi)外基層政協(xié)的經(jīng)驗(yàn)做法,對(duì)照酒泉市政協(xié)存在的突出問(wèn)題進(jìn)行比較、鑒別、篩選、論證,得出了針對(duì)性、操作性可強(qiáng)的工作報(bào)告�；鶎诱䥇f(xié)民主建設(shè)存在的問(wèn)題具有普遍性和特殊性,在尋找這些問(wèn)題的原由和薄弱之處的同時(shí),本人以協(xié)商民主理論研究為切入點(diǎn),結(jié)合基層工作實(shí)際,重點(diǎn)對(duì)酒泉市政協(xié)協(xié)商民主發(fā)展的現(xiàn)狀、存在問(wèn)題、原因分析及對(duì)策進(jìn)行廣泛深入研究,力求在建立協(xié)商民主制度,營(yíng)造協(xié)商民主環(huán)境、提高委員履職能力、加強(qiáng)民主監(jiān)督、發(fā)揮機(jī)構(gòu)職能作用、強(qiáng)化理論指導(dǎo)實(shí)踐上有新的突破,為促進(jìn)基層政協(xié)協(xié)商民主制度化、規(guī)范化、程序化發(fā)展,提高政協(xié)履行職能現(xiàn)代化建設(shè)水平做出有益探索。
[Abstract]:With the in-depth development of economic system and political system reform, the CPPCC has put forward new tasks and requirements to strengthen the construction of consultative democracy under the new situation. At the third Central Committee of the 18th CPC Central Committee and the fourth Plenary session of the CPC Central Committee, the fourth Plenary session of the CPC Central Committee took promoting the extensive and multi-tiered institutionalization of consultative democracy as an important issue for giving full play to the important channel role of CPPCC consultative democracy, and included the innovative practice of the modernization of CPPCC's ability to carry It is not only conducive to improving the status of the CPPCC, but also conducive to giving full play to the functions of CPPCC political consultation, democratic supervision, and participation in and discussion of government affairs. There are mainly some problems in the construction of consultative democracy at the grass-roots level, such as the atmosphere of consultative democracy is not strong, the system construction is not perfect, the internal environment is not loose, the main role of the members is not fully played, the supervision function is not in place, and the theoretical and practical research is not in-depth, and so on. It has affected the institutionalization, standardization, procedural development and the ability of CPPCC to perform its duties. Therefore, it is the duty of the workers of the grass-roots CPPCC to strengthen the construction of consultative democracy at the grass-roots level and seriously study and analyze and solve the existing problems. This paper mainly adopts the methods of literature research, historical analysis, investigation and analysis, etc., to collect a large number of literature and materials for the work of the grass-roots CPPCC, and to draw lessons from the experience and practices of the CPPCC inside and outside the province. Compared with the outstanding problems existing in Jiuquan CPPCC, a targeted and operational work report is obtained by comparing, identifying, screening and argumentation. The problems existing in the democratic construction of the grass-roots CPPCC are universal and special. while looking for the causes and weaknesses of these problems, I take the theoretical study of consultative democracy as the starting point and combine with the reality of the grass-roots work. This paper focuses on the present situation, existing problems, cause analysis and countermeasures of the development of consultative democracy of the Jiuquan Municipal Committee of the Chinese people's political Consultative Conference, and strives to establish a consultative democratic system, create a consultative democratic environment, improve the ability of members to carry out their duties, and strengthen democratic supervision. We should give full play to the role of institutions, strengthen theoretical guidance, and make new breakthroughs in practice, and make beneficial explorations for promoting the institutionalization, standardization and procedural development of consultative democracy at the grass-roots level of the CPPCC, and improving the level of modernization of the CPPCC in performing its functions.
