【摘要】：發(fā)揮人大在立法工作中的主導(dǎo)作用,既是時(shí)代發(fā)展的需要,更是我國(guó)憲法秩序的內(nèi)在要求。除了有立法權(quán)的人大需要強(qiáng)化立法主導(dǎo)意識(shí)、不斷加強(qiáng)自身建設(shè)、提升立法主導(dǎo)能力外,加強(qiáng)和改善黨對(duì)立法工作的領(lǐng)導(dǎo),黨委積極支持和保障人大發(fā)揮立法主導(dǎo)作用,則是我國(guó)憲法秩序下的根本路徑。
[Abstract]:Giving full play to the leading role of the people's Congress in the legislative work is not only the need of the development of the times, but also the inherent requirement of the constitutional order of our country. In addition to the need for the people's congresses with legislative powers to strengthen their consciousness of leading legislation, constantly strengthen their own construction, and enhance their leading legislative capabilities, the Party committees should strengthen and improve the party's leadership in the legislative work, and the party committees should actively support and ensure that the people's congresses play a leading role in legislation. It is the fundamental path under the constitutional order of our country.
