【摘要】：隨著網(wǎng)絡(luò)信息化時(shí)代的發(fā)展,網(wǎng)絡(luò)社會(huì)也隨之豐富起來(lái),在以自由為特征的網(wǎng)絡(luò)社會(huì)當(dāng)中,自由的價(jià)值得到網(wǎng)絡(luò)人極度推崇和向往,這是順應(yīng)經(jīng)濟(jì)的發(fā)展和時(shí)代的潮流的。然而,縱觀網(wǎng)絡(luò)社會(huì)的發(fā)展現(xiàn)狀,各種網(wǎng)絡(luò)欺詐、盜號(hào)等現(xiàn)象層出不窮,這些問(wèn)題都反映出了當(dāng)前網(wǎng)絡(luò)社會(huì)秩序的缺失。在這種大形勢(shì)下,對(duì)于秩序的價(jià)值的考量相對(duì)受到忽視,導(dǎo)致網(wǎng)絡(luò)社會(huì)一度逐漸陷入一種相對(duì)混亂和無(wú)序的狀態(tài),在這種環(huán)境下,就產(chǎn)生了網(wǎng)絡(luò)社會(huì)行為失范問(wèn)題,對(duì)于網(wǎng)絡(luò)社會(huì)秩序的規(guī)范就迫在眉睫,這不僅關(guān)系到我們個(gè)人的發(fā)展和進(jìn)步,更影響著我們整個(gè)社會(huì)的和諧、穩(wěn)定與發(fā)展,因此在網(wǎng)絡(luò)社會(huì)發(fā)展過(guò)程中,不能一味的突出網(wǎng)絡(luò)社會(huì)的自由性,同時(shí)還應(yīng)重視網(wǎng)絡(luò)社會(huì)秩序的構(gòu)建和維護(hù),以馬克思主義作為研究視角來(lái)研究網(wǎng)絡(luò)社會(huì)行為失范與秩序規(guī)制,不僅能夠給網(wǎng)絡(luò)言論行為諸多問(wèn)題的解決提供理論依據(jù)與基礎(chǔ),還有助于深化對(duì)網(wǎng)絡(luò)社會(huì)秩序的規(guī)范,從而進(jìn)行行之有效的理論與實(shí)踐探討。本文搜集了大量文獻(xiàn),以國(guó)內(nèi)外的研究現(xiàn)狀為基礎(chǔ),以國(guó)家政策方針的規(guī)劃、十八大精神和十八屆三中全會(huì)精神的踐行為標(biāo)準(zhǔn),以馬克思主義的意識(shí)形態(tài)理論、習(xí)近平的意識(shí)形態(tài)思想、網(wǎng)絡(luò)社會(huì)工作相關(guān)理論為依據(jù),將馬克思主義自由觀作為指導(dǎo)思想,構(gòu)建網(wǎng)絡(luò)社會(huì)秩序,對(duì)保障網(wǎng)絡(luò)社會(huì)安全穩(wěn)定,平衡自由價(jià)值與秩序之間的關(guān)系具有重要意義。根據(jù)網(wǎng)絡(luò)社會(huì)行為失范的問(wèn)題表征及原因分析,結(jié)合網(wǎng)絡(luò)社會(huì)秩序建設(shè)的現(xiàn)實(shí)情況,梳理了網(wǎng)絡(luò)社會(huì)秩序的規(guī)制,歸納總結(jié)了網(wǎng)絡(luò)社會(huì)秩序規(guī)制的七大具體措施:健全法律法規(guī)、強(qiáng)化倫理規(guī)范、加強(qiáng)輿論引導(dǎo)、優(yōu)化技術(shù)模式、實(shí)施網(wǎng)絡(luò)管控、提升網(wǎng)民素質(zhì)、倡導(dǎo)國(guó)際共治,為網(wǎng)絡(luò)社會(huì)行為失范與秩序規(guī)制研究提供了新思路和新視角。本論文在理論研究中,從意識(shí)形態(tài)的解析,到對(duì)馬克思主義意識(shí)形態(tài)科學(xué)性的理解,再到對(duì)習(xí)近平意識(shí)形態(tài)思想的深入學(xué)習(xí),從而與網(wǎng)絡(luò)社會(huì)工作的理論有機(jī)結(jié)合起來(lái),能夠更好的為文章奠定扎實(shí)的理論基礎(chǔ),并且層次分明的歸納總結(jié)了網(wǎng)絡(luò)社會(huì)秩序規(guī)制的具體措施,為網(wǎng)絡(luò)社會(huì)秩序的構(gòu)建提供一個(gè)新的研究思路。
[Abstract]:With the development of the network information age, the network society is also enriched. In the network society characterized by freedom, the value of freedom is highly respected and yearned by the network people, which conforms to the economic development and the trend of the times. However, throughout the development of the network society, a variety of network fraud, number theft and other phenomena emerge in endlessly, these problems all reflect the lack of the current network social order. In this general situation, the consideration of the value of order is relatively ignored, leading to a relatively chaotic and disordered state of the network society. In this kind of environment, the behavior of the network society is out of order. It is urgent to regulate the order of network society, which is not only related to our personal development and progress, but also affects the harmony, stability and development of our whole society, so in the course of the development of network society, We should pay attention to the construction and maintenance of the network social order and study the network social behavior anomie and order regulation from the perspective of Marxism, not only to emphasize the freedom of the network society, but also to pay attention to the construction and maintenance of the network social order. It can not only provide the theoretical basis and foundation for solving many problems of network speech behavior, but also help to deepen the standardization of network social order, so as to carry on the effective theoretical and practical discussion. This paper has collected a large number of documents, based on the current research situation at home and abroad, based on the planning of national policies and guidelines, the spirit of the 18th National Congress and the practice of the spirit of the third Plenary session of the 18th CPC Central Committee, and based on Marxist ideology theory, On the basis of Xi Jinping's ideology and related theories of network social work, the Marxist concept of freedom is taken as the guiding ideology to construct the network social order, which will ensure the safety and stability of the network society. It is of great significance to balance the relationship between the value of freedom and order. According to the analysis of the problems and causes of the network social behavior anomie, combined with the reality of the construction of the network social order, this paper combs the regulation of the network social order. This paper summarizes seven concrete measures for the regulation of network social order: perfecting laws and regulations, strengthening ethical norms, strengthening public opinion guidance, optimizing technical model, implementing network management and control, improving the quality of Internet users, advocating international co-governance. It provides a new idea and perspective for the study of network social behavior disorder and order regulation. In the theoretical research, from the analysis of ideology to the understanding of the scientific nature of Marxist ideology, to the in-depth study of Xi Jinping's ideology, this paper organically combines with the theory of network social work. Can better lay a solid theoretical foundation for the article, and clearly summed up the network social order regulation of the specific measures, for the construction of the network social order to provide a new research ideas.
