【摘要】：目前,我國(guó)正處于經(jīng)濟(jì)快速發(fā)展和社會(huì)快速轉(zhuǎn)型時(shí)期,人口流動(dòng)加劇,原來固屬某一社會(huì)組織的管理體制被打破,社會(huì)的基層結(jié)構(gòu)發(fā)生了很大變化,傳統(tǒng)的社區(qū)管理模式越發(fā)不能適應(yīng)現(xiàn)代化發(fā)展要求。在提高社會(huì)治安綜合治理水平的進(jìn)程中,網(wǎng)格化管理已然成為研究熱點(diǎn),經(jīng)過十年發(fā)展,社區(qū)網(wǎng)格化管理模式分別由各級(jí)地方政府加以實(shí)踐。通過對(duì)社區(qū)網(wǎng)格化管理的系統(tǒng)研究有利于政府社區(qū)管理服務(wù)水平的提升。重慶市璧山區(qū)于2014年6月撤縣設(shè)區(qū),開啟了歷史發(fā)展的新篇章。2012年11月起,在區(qū)委、區(qū)府的領(lǐng)導(dǎo)下,作為綠島新區(qū)重要組成部分的璧山區(qū)H鎮(zhèn)根據(jù)“責(zé)任全覆蓋、管理無縫隙、服務(wù)無遺漏、情況全掌握”的思路,開展社會(huì)管理創(chuàng)新實(shí)踐,深入開展“網(wǎng)格化”管理工作。璧山區(qū)H鎮(zhèn)在開展網(wǎng)格化管理過程中,聽取群眾呼聲、查找實(shí)際問題、疏解矛盾糾紛、整合各類資源,密切干群關(guān)系,夯實(shí)組織基礎(chǔ),促進(jìn)大局穩(wěn)定。但是,在推進(jìn)H鎮(zhèn)網(wǎng)格化管理工作時(shí),還面臨著人員素質(zhì)有待提高、信息技術(shù)有所局限、經(jīng)費(fèi)管理存在困難、管理流程不夠規(guī)范等問題。結(jié)合上述情況,提出完善社區(qū)網(wǎng)格化管理的對(duì)策:一是運(yùn)用理論對(duì)網(wǎng)格化管理進(jìn)行分析,即合理利用(甚至是嵌入)社會(huì)網(wǎng)絡(luò)中的關(guān)鍵節(jié)點(diǎn)(結(jié)構(gòu)洞),讓“燈盞工程”發(fā)揮作用,照亮政府服務(wù)管理上的盲區(qū),使其形成一個(gè)聯(lián)系更為緊密的網(wǎng)絡(luò),使國(guó)家社會(huì)資本與民間社會(huì)資本進(jìn)一步融合,從而達(dá)到共同治理的目標(biāo)。二是明確網(wǎng)格化管理的工作重點(diǎn)。即黨建為基、服務(wù)為本、共享資源、共同治理。三是從發(fā)揮黨員的模范帶頭作用、鼓勵(lì)農(nóng)村特色人才參與工作、引進(jìn)高素質(zhì)工作人員開展工作、加強(qiáng)人員的培訓(xùn)力度、加強(qiáng)人員的思想教育力度等五個(gè)方面提高社區(qū)網(wǎng)格化管理人員素質(zhì);從完善社區(qū)網(wǎng)格化管理平臺(tái)建設(shè)、完善社區(qū)網(wǎng)格化管理信息平臺(tái)共享來改進(jìn)社區(qū)網(wǎng)格化管理平臺(tái)功能;從開源、節(jié)流、監(jiān)管三個(gè)方面強(qiáng)化社區(qū)網(wǎng)格化管理經(jīng)費(fèi)管理;從強(qiáng)化組織領(lǐng)導(dǎo)、深化宣傳引導(dǎo)、優(yōu)化考核辦法、構(gòu)筑聯(lián)席機(jī)制四個(gè)方面完善社區(qū)網(wǎng)格化管理運(yùn)行機(jī)制。
[Abstract]:At present, China is in the period of rapid economic development and rapid social transformation, population mobility has intensified, the management system originally established as a social organization has been broken, and the grass-roots structure of society has undergone great changes. The traditional community management mode is more and more unable to meet the needs of modern development. In the process of improving the level of comprehensive management of social security, grid management has become a research hotspot. After ten years of development, the community grid management model has been put into practice by local governments at all levels. The systematic research on community grid management is beneficial to the improvement of government community management service level. In June 2014, the Bishan District of Chongqing was divided into districts, which opened a new chapter of historical development. Since November 2012, under the leadership of the District Committee and the District Government, the town of Bishan District, an important part of the Green Island New District, has been fully covered according to its responsibility. There is no gap in management, there is no omission in service, and the situation is completely grasped. The innovative practice of social management is carried out and the management work of "grid" is carried out deeply. In the process of carrying out the grid management, the town in Bishan district listens to the voice of the masses, finds out the actual problems, resolves the contradictions and disputes, integrates all kinds of resources, strengthens the relations between the cadres and the masses, compels the organizational foundation and promotes the overall situation stability. However, in promoting the grid management of H Town, there are still some problems, such as the improvement of personnel quality, the limitation of information technology, the difficulty of fund management, the lack of standard management process and so on. According to the above situation, the countermeasures to improve the grid management of community are put forward. Firstly, the theory is used to analyze the grid management, that is, the key nodes (structural holes) in the social network can be reasonably utilized (or even embedded). Let the "breviscapes project" play its role, illuminate the blind spot of the government service management, make it form a closer network, make the national social capital and the civil society capital further merge, thus achieve the goal of common governance. The second is to clear the focus of grid management. That is, party building is based, service-based, shared resources, common governance. Third, from giving full play to the exemplary and leading role of party members, encouraging rural talents with special characteristics to participate in the work, introducing high-quality staff to carry out their work, and strengthening the training of personnel, Strengthen the ideological education of personnel and other five aspects to improve the quality of community grid management; The function of community grid management platform is improved by perfecting the construction of community grid management platform and the sharing of community grid management information platform, and the fund management of community grid management is strengthened from three aspects: open source, saving expenditure and supervision. From the four aspects of strengthening organizational leadership, deepening propaganda and guidance, optimizing assessment methods and constructing joint mechanism, the operation mechanism of community grid management should be improved.
