【摘要】：作為北極國家的芬蘭,在北極地區(qū)擁有廣泛的政治、經(jīng)濟(jì)、安全和科研等利益。2017年5月芬蘭再次擔(dān)任北極理事會(huì)輪值主席國,并發(fā)布了在任期間的優(yōu)先議程。為維護(hù)和拓展芬蘭的北極利益并實(shí)現(xiàn)有效的北極治理,芬蘭在國內(nèi)和國際層面都非常重視,明確芬蘭北極治理的優(yōu)先領(lǐng)域和基本原則,并強(qiáng)化其北極國家身份。在北極治理新態(tài)勢(shì)的背景下維護(hù)北極的安全與穩(wěn)定,協(xié)調(diào)眾多行為體的利益促進(jìn)北極地區(qū)的合作,推動(dòng)北極地區(qū)經(jīng)濟(jì)和社會(huì)的發(fā)展,以及建構(gòu)和完善建立基于規(guī)則和善治基礎(chǔ)上的北極治理體系,是芬蘭北極政策的主要目標(biāo)和基本任務(wù)。
[Abstract]:Finland, as an Arctic state, has a wide range of political, economic, security and scientific interests in the Arctic. In May 2017, Finland re-chaired the Arctic Council and issued a priority agenda for its tenure. In order to safeguard and expand Finland's Arctic interests and to realize effective Arctic governance Finland attaches great importance to it at the domestic and international levels. It clarifies the priority areas and basic principles of Finnish Arctic governance and strengthens its Arctic national identity. Maintaining Arctic security and stability in the context of the new dynamics of Arctic governance, coordinating the interests of many actors to promote cooperation in the Arctic region and promoting economic and social development in the Arctic region, To construct and perfect the Arctic governance system based on rules and good governance is the main goal and basic task of Finnish Arctic policy.
