【摘要】：隨著社會(huì)的發(fā)展,社區(qū)社會(huì)組織在普通居民生活中的作用越來(lái)越大,其對(duì)創(chuàng)新社區(qū)管理模式,提升社區(qū)群眾福祉上有非常關(guān)鍵的作用。目前我國(guó)政府對(duì)其發(fā)展的非常重視,并通過(guò)三社聯(lián)動(dòng)的模式來(lái)推動(dòng)社區(qū)社會(huì)組織成長(zhǎng)和壯大。X社區(qū)社會(huì)工作綜合服務(wù)項(xiàng)目始于2015年10月,由保定市蓮池區(qū)民政局購(gòu)買,保定市S社會(huì)工作中心承接實(shí)施的河北省第一個(gè)家庭綜合服務(wù)中心項(xiàng)目,也是河北省首個(gè)“三社聯(lián)動(dòng)”項(xiàng)目,通過(guò)該社區(qū)的實(shí)地調(diào)查,并以該社區(qū)的串珠協(xié)會(huì)為主要對(duì)象,發(fā)現(xiàn)該社區(qū)的社區(qū)社會(huì)組織作為在豐富居民生活,推動(dòng)社區(qū)居民參與社區(qū)治理產(chǎn)生了積極作用,但同時(shí)其在組織管理、組織運(yùn)營(yíng)和社區(qū)服務(wù)效果方面的問(wèn)題不容忽視。本文以保定市X社區(qū)社會(huì)組織的實(shí)地調(diào)查及對(duì)相關(guān)人員的訪談為基礎(chǔ),梳理了該社區(qū)社會(huì)組織得發(fā)展歷程,并以該社區(qū)的串珠協(xié)會(huì)為主要對(duì)象,描述了在三社聯(lián)動(dòng)背景下,串珠協(xié)會(huì)的成長(zhǎng)歷程和發(fā)展現(xiàn)狀,分析其發(fā)展中存在的困難與問(wèn)題,尋求其發(fā)展受困的影響因素,并對(duì)廉租房社區(qū)社會(huì)組織的發(fā)展提出對(duì)策。通過(guò)結(jié)合保定市的實(shí)際情況,筆者認(rèn)為為促進(jìn)社區(qū)社會(huì)組織的良性發(fā)展,需要政府完善社區(qū)社會(huì)組織的扶持和監(jiān)管制度、社區(qū)加大對(duì)其發(fā)展宣傳和支持力度、專業(yè)社會(huì)工作組織要發(fā)揮專業(yè)優(yōu)勢(shì)引導(dǎo)其發(fā)展步入正軌,并要充分發(fā)揮三社聯(lián)動(dòng)的作用,形成合力促進(jìn)社區(qū)社會(huì)組織的可持續(xù)發(fā)展。
[Abstract]:With the development of society, community social organization plays a more and more important role in the life of ordinary residents, which plays a key role in innovating the community management mode and improving the well-being of the community people. At present, the Chinese government attaches great importance to its development, and promotes the growth and growth of community social organizations through the "three social association" linkage model. X Community Social work Integrated Service Project began in October 2015 and was purchased by the Bureau of Civil Affairs of Lianchi District of Baoding City. The first comprehensive family service center project in Hebei Province, carried out by the S Social work Center of Baoding City, is also the first "three social linkage" project in Hebei Province. Through field investigation in this community, the project is mainly targeted at the beaded association of the community. It is found that the community social organization plays a positive role in enriching residents' life and promoting community residents to participate in community governance, but at the same time, its problems in organization management, organization operation and community service effect can not be ignored. Based on the field investigation of community X social organization in Baoding city and the interview with related personnel, this paper combs the development course of social organization in this community, and takes the beaded association of this community as the main object, and describes the background of the linkage of the three societies. The development history and present situation of Zhuzhu Association are analyzed, the difficulties and problems existing in its development are analyzed, the influencing factors of its development difficulties are sought, and the countermeasures for the development of community social organization in low-rent housing are put forward. According to the actual situation of Baoding City, the author thinks that in order to promote the healthy development of the community social organization, the government should perfect the support and supervision system of the community social organization, and the community should strengthen the propaganda and support for its development. Professional social work organizations should give full play to their professional advantages to guide their development on the right track, and give full play to the role of the linkage of the three societies, so as to form a joint effort to promote the sustainable development of community social organizations.
