【摘要】：網(wǎng)格化治理是國(guó)家治理體系與治理能力現(xiàn)代化的重要構(gòu)成部分,是"堅(jiān)持源頭治理,標(biāo)本兼治、重在治本"的具體舉措。目前政府本位的網(wǎng)格化管理無(wú)法持久,包括社會(huì)組織、社區(qū)居民在內(nèi)的多種主體具有參與社區(qū)治理的強(qiáng)烈意愿,社區(qū)治理也無(wú)法脫離社會(huì)組織和社區(qū)居民而獨(dú)自存在;而且在未來的社區(qū)治理之中,一個(gè)難以回避的問題是政府與社會(huì)的角色分工如何體現(xiàn)城市社區(qū)居民自治制度的政治要求。XL社區(qū)網(wǎng)格化管理服務(wù)改革實(shí)踐嘗試在同一個(gè)社區(qū)網(wǎng)格之內(nèi)重新定義"網(wǎng)格員"角色,力圖將社區(qū)居委會(huì)工作人員與社工整合進(jìn)同一個(gè)網(wǎng)格員隊(duì)伍,以政社整合的方式再造社區(qū)自治組織,實(shí)現(xiàn)社區(qū)治理體制創(chuàng)新,從而在以上兩個(gè)層面對(duì)社區(qū)治理做出回應(yīng)。
[Abstract]:Grid governance is an important part of the modernization of national governance system and governance ability. At present, the grid management based on the government can not be sustained, including social organizations, community residents and other subjects have a strong will to participate in community governance, community governance can not be separated from social organizations and community residents to exist alone; And in the future of community governance, An unavoidable problem is how the division of roles between the government and the society reflects the political requirements of the urban community resident autonomy system. The practice of XL Community Grid Management Service Reform attempts to redefine within the same Community Grid The "grid operator" role, This paper tries to integrate the staff of the community neighborhood committee and the social worker into the same team of grid members, reconstitute the community autonomous organization in the way of political and social integration, and realize the innovation of the community governance system, so as to respond to the community governance at the above two levels.
