鄂爾多斯市養(yǎng)老服務(wù)業(yè)發(fā)展問(wèn)題及對(duì)策研究

【摘要】：改革開(kāi)放國(guó)策實(shí)施以來(lái),中國(guó)經(jīng)歷了迅速的現(xiàn)代化進(jìn)程,并實(shí)現(xiàn)了巨大的經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步。與此同時(shí),中國(guó)也正在經(jīng)歷著另外一種增長(zhǎng)——人口老齡化。根據(jù)人口普查數(shù)據(jù)顯示,我國(guó)13億人口中有1.6億的六十歲以上人口,是世界上最大的老齡人口群體。從增長(zhǎng)速度上看,從2001年到2020年,中國(guó)老齡人口數(shù)量正以每年596萬(wàn)的速度增長(zhǎng)；而從2021年至2050年,將達(dá)到每年620萬(wàn)的增量。到2050年,老齡人口將達(dá)到4億,占我國(guó)總?cè)丝诘?0%。截至目前,鄂爾多斯全市總?cè)丝?00.4萬(wàn)人,其中60周歲以上老年人達(dá)到了21.2萬(wàn)人,達(dá)到總?cè)丝诘?0.57%,老齡人口對(duì)養(yǎng)老服務(wù)的需求巨大。全市各類(lèi)養(yǎng)老機(jī)構(gòu)達(dá)到了102家,其中公辦機(jī)構(gòu)82家,民辦機(jī)構(gòu)20家。養(yǎng)老床位總量達(dá)到12977張,每千名老年人擁有床位61張。按照鄂爾多斯市現(xiàn)有的養(yǎng)老服務(wù)業(yè)的規(guī)模,僅能解決12977人的養(yǎng)老服務(wù)問(wèn)題,容納的比例為6.12%。雖然社會(huì)養(yǎng)老并不完全依賴(lài)于養(yǎng)老機(jī)構(gòu)養(yǎng)老,但這樣的容納水平仍然不能夠滿(mǎn)足于該市的養(yǎng)老服務(wù)業(yè)市場(chǎng)需求。本文在緒論部分研究了當(dāng)前國(guó)內(nèi)外養(yǎng)老服務(wù)業(yè)的發(fā)展經(jīng)驗(yàn),在此基礎(chǔ)上確定了研究思路與研究方法。第一部分闡述了養(yǎng)老服務(wù)業(yè)的概況,總結(jié)了我國(guó)養(yǎng)老服務(wù)業(yè)現(xiàn)行的政策法律法規(guī),并結(jié)合我國(guó)與鄂爾多斯市當(dāng)?shù)氐膶?shí)際情況闡述了加快發(fā)展養(yǎng)老服務(wù)業(yè)的必要性并描繪了養(yǎng)老服務(wù)業(yè)未來(lái)的發(fā)展前景。第二部分和第三部分分別分析了鄂爾多斯市養(yǎng)老服務(wù)業(yè)的發(fā)展現(xiàn)狀和存在的問(wèn)題,并在第四部分分析問(wèn)題存在的原因。本文第五部分針對(duì)前文所述問(wèn)題對(duì)政府部門(mén)提出了對(duì)相關(guān)政策落實(shí)的建議,強(qiáng)調(diào)民間養(yǎng)老產(chǎn)業(yè)建設(shè)的重要性,并在此基礎(chǔ)上開(kāi)展綜合創(chuàng)新改革試點(diǎn)。本文的最后對(duì)鄂爾多斯市養(yǎng)老服務(wù)業(yè)的發(fā)展做出了總結(jié),并展望鄂爾多斯市養(yǎng)老服務(wù)業(yè)的發(fā)展前景。
[Abstract]:Since the implementation of the national policy of reform and opening up, China has experienced a rapid process of modernization, and has achieved tremendous economic development and social progress. At the same time, China is experiencing another kind of growth-the aging population. According to the census data, 160 million of the 1.3 billion people in China are over 60 years old, which is the largest aging population group in the world. From 2001 to 2020, China's aging population is growing at an annual rate of 5.96 million; from 2021 to 2050, it will reach an annual increase of 6.2 million. By 2050, the elderly population will reach 400 million, accounting for 30 percent of China's total population. Up to now, the total population of Ordos is 2.004 million, of which the elderly aged 60 or above have reached 212000, reaching 10.57% of the total population. The city's various pension institutions reached 102, including 82 public institutions, 20 private organizations. The total number of old-age beds reached 12977, 61 beds per 1,000 elderly. According to the size of the existing pension services in Ordos, only 12977 people can be solved, accommodating the proportion of 6.12. Although the social pension is not entirely dependent on the pension institutions, but this level of accommodation is still not able to meet the needs of the city's pension services market. In the introduction part, this paper studies the development experience of the domestic and foreign pension service industry, and on this basis, determines the research ideas and research methods. The first part expounds the general situation of the old-age service industry, summarizes the current policies and regulations of the old-age service industry in China. Combined with the actual situation of our country and Ordos city, this paper expounds the necessity of accelerating the development of the old-age service industry and describes the prospect of the future development of the pension service industry. The second part and the third part respectively analyze the present situation and the existing problems of the service industry of the aged in Ordos city, and analyze the reason of the problem in the fourth part. In the fifth part, the author puts forward some suggestions to the government on the implementation of the relevant policies, emphasizes the importance of the construction of private pension industry, and carries out a pilot project of comprehensive innovation reform on the basis of the above mentioned problems. At the end of this paper, the author summarizes the development of the pension service industry in Ordos, and looks forward to the development prospect of the pension service industry in the city of Ordos.
