【摘要】：利益問(wèn)題是人類(lèi)長(zhǎng)久以來(lái)一直試圖解決的一個(gè)重要問(wèn)題,從人類(lèi)進(jìn)入階級(jí)社會(huì)之后,利益問(wèn)題就與國(guó)家政權(quán)問(wèn)題相聯(lián)系,也就與社會(huì)成員的政治行為相聯(lián)系。隨著社會(huì)的發(fā)展、社會(huì)制度的變遷,利益也在不斷變化,這種變化最明顯的就是在社會(huì)轉(zhuǎn)型期,而我國(guó)目前正經(jīng)歷著社會(huì)的轉(zhuǎn)型,因此研究在社會(huì)轉(zhuǎn)型期如何做好利益表達(dá)就具有了重要意義。此外,由于我國(guó)是社會(huì)主義國(guó)家,在以往的研究中關(guān)于利益表達(dá)的研究多集中在西方,因此對(duì)社會(huì)主義國(guó)家在社會(huì)轉(zhuǎn)型期的條件下,如何實(shí)現(xiàn)社會(huì)各階層利益合理、通暢的表達(dá)涉及較少,這又使得本文的研究更具時(shí)代性和現(xiàn)實(shí)性。在充分考察國(guó)內(nèi)外相關(guān)研究成果的基礎(chǔ)上,以馬克思主義的基本理論為指導(dǎo),集合政治學(xué)、社會(huì)學(xué)的相關(guān)理論,以及建國(guó)以來(lái)中國(guó)共產(chǎn)黨人的執(zhí)政理念和現(xiàn)有的各項(xiàng)制度。通過(guò)分析我國(guó)現(xiàn)有各種利益表達(dá)途徑的優(yōu)劣,以及社會(huì)轉(zhuǎn)型期社會(huì)階層分化的現(xiàn)實(shí)狀況和利益表達(dá)不暢的種種原因。再以比較的方式分析了我國(guó)民主制度——人民代表大會(huì)制度與西方民主制度——議會(huì)制度的異同,以及人民代表大會(huì)制度相對(duì)于其他利益表達(dá)制度優(yōu)勢(shì)的情況下。本文提出,以人民代表大會(huì)制度為核心,以人民代表大會(huì)為平臺(tái),以人民代表為主要媒介,以公民政治社會(huì)化為手段,通過(guò)提升公民政治素質(zhì)和政治參與能力為動(dòng)力,借助利益團(tuán)體等形式實(shí)現(xiàn)社會(huì)轉(zhuǎn)型期各階層利益合理、有效的表達(dá)。在此基礎(chǔ)上本文也認(rèn)為,社會(huì)轉(zhuǎn)型期眾多的利益問(wèn)題不是一兩個(gè)途徑可以單獨(dú)解決的,因此提出人民代表大會(huì)制度應(yīng)當(dāng)在實(shí)現(xiàn)公民利益表達(dá)中起到核心作用,同時(shí)聯(lián)系其他表達(dá)途徑,以此來(lái)構(gòu)建一個(gè)利益表達(dá)的體系,通過(guò)完整的體系實(shí)現(xiàn)利益表達(dá),從而更好的發(fā)揮現(xiàn)有各項(xiàng)利益表達(dá)途徑的功能。
[Abstract]:Interest is an important problem that human beings have been trying to solve for a long time. After entering class society, the issue of interest is related to the issue of state power and the political behavior of social members. With the development of society and the change of social system, interests are constantly changing. The most obvious change is in the period of social transformation, and our country is experiencing the transformation of society at present. Therefore, it is of great significance to study how to express interests in the social transition period. In addition, as China is a socialist country, the research on the expression of interests in previous studies has focused on the West, so how to realize the interests of all social strata in the socialist countries under the conditions of social transformation is reasonable. The unobstructed expression is less involved, which makes the research of this paper more contemporary and realistic. On the basis of a full review of the relevant research results at home and abroad and guided by the basic theory of Marxism, the relevant theories of political science and sociology, as well as the ruling ideas and existing systems of the Chinese Communists since the founding of the people's Republic of China, have been gathered. This paper analyzes the advantages and disadvantages of the existing ways of interest expression in our country, as well as the actual situation of social stratum differentiation in the period of social transformation and the various reasons for the difficulty of interest expression. Then it analyzes the similarities and differences between the democratic system of our country-the people's Congress system and the western democracy system-the parliamentary system, and the advantages of the people's Congress system compared with other interest expression systems. This paper proposes that the people's Congress system should be taken as the core, the people's Congress as the platform, the people's Congress as the main medium, the citizen's political socialization as the means, and the citizen's political quality and ability of political participation as the motive force. With the help of interest groups and other forms of social transformation to achieve reasonable and effective expression of the interests of all strata. On this basis, this paper also believes that the numerous interest problems in the social transition period can not be solved by one or two ways alone, so the system of the people's Congress should play a central role in the realization of the expression of the interests of citizens. At the same time, connecting with other ways of expression, to construct a system of interest expression, through the complete system to realize the expression of interests, so as to better play the function of the existing ways of interest expression.
