【摘要】：所謂述職評(píng)議,是指地方人大及其常委會(huì)在地方黨委領(lǐng)導(dǎo)和組織部門的配合下所開(kāi)展的,對(duì)由本級(jí)地方人大及其常委會(huì)依法選舉和任命的國(guó)家工作人員,在調(diào)查研究的基礎(chǔ)上,聽(tīng)取其履行職務(wù)情況的報(bào)告并對(duì)之進(jìn)行評(píng)議的一種活動(dòng)方式或監(jiān)督形式。作為地方人大創(chuàng)造的一種監(jiān)督形式的述職評(píng)議,曾經(jīng)在全國(guó)各地人大廣泛開(kāi)展,后來(lái)由于監(jiān)督法沒(méi)有將其列入法定監(jiān)督形式而衰微,但在個(gè)別地方一直保留下來(lái),黨的十八大以后不少地方又恢復(fù)了中斷已久的述職評(píng)議。全國(guó)人大應(yīng)該通過(guò)調(diào)查研究、總結(jié)經(jīng)驗(yàn),在對(duì)這種監(jiān)督形式予以規(guī)范和提高的基礎(chǔ)上,將其盡快列入法定監(jiān)督形式。
[Abstract]:The so-called duty review means that the local people's congresses and their standing committees, with the cooperation of the leadership of the local party committees and the organizational departments, carry out, on the basis of investigation and study, the election and appointment of state functionaries elected and appointed by the local people's congresses and their standing committees at the corresponding levels in accordance with the law. A form of activity or supervision in which a report on the performance of his duties is heard and reviewed. As a form of supervision created by the local people's congresses, the review of reporting duties was widely carried out in various parts of the country. Later, it declined because the supervision law did not include it in the form of statutory supervision, but it has always remained in some places. After the 18 th Congress of the Party, many places have resumed their long-interrupted review of their duties. The NPC should, through investigation and study, sum up its experience and put it into the statutory form of supervision as soon as possible on the basis of standardizing and improving this form of supervision.
