【摘要】：本文對中國政黨協(xié)商存在的問題和優(yōu)化路徑進(jìn)行研究有著重要的理論和實(shí)踐意義。黨的十八大以來,黨中央在習(xí)近平同志的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下,不斷奮力推進(jìn)中國協(xié)商民主進(jìn)程,中國民主政治迎來新的戰(zhàn)略機(jī)遇期。中國政黨協(xié)商是社會主義協(xié)商民主的核心內(nèi)容和題中之義。如何從社會主義民主制度的層面定位政黨協(xié)商,如何根據(jù)國家治理體系和治理能力現(xiàn)代化的目標(biāo)要求來推進(jìn)政黨協(xié)商等問題就成為目前中國執(zhí)政黨和參政黨都面臨的重大現(xiàn)實(shí)問題。本文理論基礎(chǔ)充分,既包括馬克思主義民主政治理論還包括中國統(tǒng)一戰(zhàn)線與多黨合作理論,同時以我國政黨協(xié)商的歷史沿革和特色優(yōu)勢為主線,以梳理和分析目前我國政黨協(xié)商存在的問題為重點(diǎn),以推進(jìn)我國政黨協(xié)商健康發(fā)展為最終落腳點(diǎn)。本文的主要內(nèi)容和觀點(diǎn)如下:第一,從協(xié)商民主的視角研究中國政黨協(xié)商是一個新問題,既關(guān)系到中國多黨合作和政治協(xié)商的升華,也關(guān)系到中國民主政治發(fā)展的生機(jī)活力,有重要的意義和價值。第二,中國政黨協(xié)商有著深厚的理論基礎(chǔ),其中既包括馬克思恩格斯的民主政治與多黨合作理論又包括中國統(tǒng)一戰(zhàn)線和多黨合作理論,同時吸取了西方協(xié)商民主過程中的教訓(xùn),借鑒了世界文明的成果。第三,中國政黨協(xié)商由一個從統(tǒng)一戰(zhàn)線和政協(xié)視角的政黨協(xié)商向協(xié)商民主和國家治理現(xiàn)代化視角的政黨協(xié)商轉(zhuǎn)變的進(jìn)程,黨的十八大以來政黨協(xié)商進(jìn)入新的境界。第四,目前中國政黨協(xié)商在政治生態(tài)、制度和機(jī)制,協(xié)商意識與能力等方面仍存在一些制約因素,使政黨協(xié)商的理論設(shè)想與現(xiàn)實(shí)操作存在著亟待解決的問題和矛盾。第五,要沿著主體提升、過程規(guī)范、制度完善、生態(tài)構(gòu)建的理路優(yōu)化和推進(jìn)中國的政黨協(xié)商。本文從理論與實(shí)踐的結(jié)合上對中國政黨協(xié)商存在的問題和困境進(jìn)行梳理分析以及對政黨協(xié)商優(yōu)化的探究有一定的見解和現(xiàn)實(shí)性,但也存在著理論有余、實(shí)證研究不足以及理論提升不夠的缺點(diǎn),需要今后進(jìn)一步深化。
[Abstract]:This paper has an important theoretical and practical significance for the research on the existing problems and the optimization path of Chinese political party consultation. Since the 18th Party Congress, the Party Central Committee, under the strong leadership of Comrade Xi Jinping, has striven to push forward the process of China's consultation and democracy, and China's democratic and political will usher in a new strategic opportunity. China's political party consultation is the core content and the meaning of the socialist consultative democracy. How to position the party's consultation from the level of the socialist democratic system, how to promote the political party's consultation and so on according to the goal of the national governance system and the modernization of the governance ability becomes a major practical problem facing both the ruling party and the participating party in China. This paper is based on the theory of Marxist democratic politics, including the theory of the Chinese united front and the multi-party cooperation, and the historical evolution and the characteristic advantage of the party consultation in our country as the main line, in order to sort out and analyze the existing problems of the party consultation in our country, in ord to advance that consultation and healthy development of the political party of our country to the end point. The main contents and viewpoints of this paper are as follows: First, from the perspective of consultation and democracy, it is a new question to study the negotiation of Chinese political party, which is not only related to the sublimation of China's multi-party cooperation and political consultation, but also to the vitality of China's democratic political development, which is of great significance and value. Secondly, the negotiation of Chinese political parties has a deep theoretical foundation, including both the theory of the democratic politics and the multi-party cooperation of Marx and Engels, including the theory of the united front and the multi-party cooperation of China, and the lessons of the western consultation and democracy, and the result of the world civilization. Third, the political party in China, in consultation with a political party from the front of the united front and the cppcc, will consult the process of the party's consultation and transformation from the perspective of the democratic and national governance, and the party's party's consultation has entered a new state since the 18th congress of the party. Fourth, there are still some constraints on the political ecology, the system and the mechanism, the consultation consciousness and the ability of the political party in China, so that the theoretical thinking and the practical operation of the party's consultation are the problems and contradictions to be solved. Fifth, it is necessary to optimize and promote the negotiation of political parties in China along the main body, process specification, system improvement, and the rational way of ecological construction. This paper, from the combination of theory and practice, analyses the problems and difficulties in the negotiation of political parties in China, and has some opinions and reality on the inquiry of the political party's negotiation and optimization, but it also has the shortcomings of the theory, the deficiency of the empirical research and the insufficient theoretical lifting. It needs to be further deepened in the future.
