【摘要】：隨著我國城市化進程的不斷加快,以社區(qū)為單位的基層人員迅速擴大,如何不斷適應(yīng)經(jīng)濟社會發(fā)展要求,對基層群眾組織進行有效管理,是政府進行社會管理的首要問題。社區(qū)由于是最基層、最復(fù)雜也是任務(wù)最繁重的管理對象,需要根據(jù)國家的相關(guān)規(guī)定和本地區(qū)實際情況進行研究,摸索出一套合理有效地社區(qū)管理模式,這是構(gòu)建和諧社會、實現(xiàn)“中國夢”的有力途徑。經(jīng)過多年的實踐經(jīng)驗和總結(jié),國內(nèi)的社區(qū)治理凸顯出一系列問題,例如社區(qū)治理權(quán)責不明確、監(jiān)管體系缺失、經(jīng)費不足、社區(qū)管理人員不專業(yè)、臨時性任務(wù)過多、政策變化快等,一方面給社區(qū)管理部門造成了工作困擾,另一方面影響了政府部門在人民群眾心中的威望。這些社區(qū)負擔有些是體制機制的原因造成的,有些是人員主觀原因引起,而且隨著民眾對政府服務(wù)水平的要求不斷提升的前提下,研究和改善社區(qū)現(xiàn)有狀況迫在眉睫。本文由城市基層社區(qū)治理減負增效問題入手,采用文獻分析法和實地調(diào)研法,通過對臨汾市社區(qū)所承擔的工作進行分析,梳理當前臨汾市社區(qū)治理中的行政化傾向嚴重、社區(qū)的“四多”(掛牌多、臺帳多、蓋章多、考評多)等社區(qū)負擔過重的主要問題,分析產(chǎn)生這些問題的原因,提出切實可行的辦法,旨在解決臨汾市城市基層社區(qū)目前所承擔的工作任務(wù)過多過重,不能有效發(fā)揮城市基層自治組織的問題,將社區(qū)從目前的窘境中解脫出來,重新定位社區(qū)角色,回歸社區(qū)本位,強化社區(qū)公共事務(wù)服務(wù)功能,提升社區(qū)服務(wù)管理水平,進而促進臨汾市城市基層社區(qū)健康平穩(wěn)發(fā)展。
[Abstract]:With the rapid development of urbanization in our country and the rapid expansion of grass-roots personnel, how to adapt to the demands of economic and social development and how to effectively manage grass-roots mass organizations is the most important issue for the government to carry out social management. As the community is the most basic, the most complex and the most burdensome management object, it is necessary to study according to the relevant regulations of the country and the actual situation of the region, to find out a set of reasonable and effective community management model, which is to build a harmonious society. The effective way to realize Chinese Dream. After many years of practical experience and summing up, a series of problems have emerged in community governance in China, such as unclear community governance authority and responsibilities, lack of supervision system, insufficient funds, unprofessional community management personnel, and excessive temporary tasks. The rapid change of policy, on the one hand, caused the work of the community management department, on the other hand, affected the prestige of the government department in the people's heart. Some of these community burdens are caused by institutional mechanism and some are caused by subjective personnel, and with the increasing demands of the public on the level of government services, it is urgent to study and improve the existing situation of the community. This paper begins with the problem of reducing burden and increasing efficiency in urban grass-roots community management, adopts the method of literature analysis and field investigation, analyzes the work undertaken by the community in Linfen City, and combs the current administrative tendency of community governance in Linfen City. The main problems of overburden in the community, such as "four more" (more listed, more accounts, more seals, more appraisals), are the main problems in the community. The causes of these problems are analyzed, and practical methods are put forward. The aim is to solve the problem that the urban grass-roots communities in Linfen City are overburdened with too much work and can not effectively bring into full play the problems of urban grass-roots autonomous organizations, so as to extricate the communities from the present predicament, reposition the role of the communities, and return to the community standard. The function of community public affairs service should be strengthened, and the management level of community service should be improved, thus promoting the healthy and steady development of the basic level community in Linfen city.
