【摘要】：基層人大是我國基層政治制度的主要組成部分,是人民民主的政治實現(xiàn)形式。作為基層權(quán)力機關(guān)和基層社會治理主體,基層人大社會整合的成效事關(guān)基層社會的秩序穩(wěn)定和社會發(fā)展。從政治邏輯審視,基層人大的社會整合是由制度整合、利益整合、關(guān)系整合、觀念整合四個方面組成的有機體系。從國家治理實踐而言,基層人大社會整合的功能發(fā)揮和機制運行必須立足于中國特色社會主義政治發(fā)展民主化的主導方向,完善人大政治機制,創(chuàng)新整合方式,實現(xiàn)基層政治治理的合法性與有效性。
[Abstract]:The basic people's Congress is the main component of our country's grassroots political system and the political realization form of people's democracy. As the basic power organ and the main body of social governance at the grass-roots level, the effect of the social integration of the grassroots people's Congress is related to the stability of the order and social development of the grass-roots society. From the perspective of political logic, the social integration of the people's Congress at the grass-roots level is an organic system composed of four aspects: institutional integration, interest integration, relationship integration and conceptual integration. In terms of the practice of national governance, the function and mechanism of social integration of the people's congresses at the grass-roots level must be based on the leading direction of the democratization of the political development of socialism with Chinese characteristics, perfect the political mechanism of the people's congresses, and innovate the way of integration. Realizing the legitimacy and effectiveness of grassroots political governance.
