【摘要】：自1948年以色列建國(guó)近70年來(lái),美國(guó)與以色列始終保持特殊關(guān)系。維系兩國(guó)特殊關(guān)系的重要紐帶是雙方的安全合作,其載體主要包括美國(guó)公開(kāi)使用的以色列軍事設(shè)施、美國(guó)幫助以色列修建的半公開(kāi)共享軍事設(shè)施以及美國(guó)在以色列的秘密軍事基地。在以色列部署軍事存在是美國(guó)控制從地中海到紅海戰(zhàn)略要道的重要手段。經(jīng)過(guò)長(zhǎng)期的磨合,美國(guó)和以色列雙方已形成高度機(jī)制化的安全合作關(guān)系,戰(zhàn)略協(xié)作、軍事外交和援助以色列成為美、以安全合作的重要內(nèi)容。地緣政治和地緣經(jīng)濟(jì)訴求是雙方安全合作的利益基礎(chǔ);相似的自由民主價(jià)值觀和美國(guó)猶太院外集團(tuán)的游說(shuō)為兩國(guó)安全合作奠定了價(jià)值基礎(chǔ)。然而,受整體與局部、進(jìn)攻與守成、牽連與拋棄三組矛盾的影響,美國(guó)和以色列追求的安全目標(biāo)存在錯(cuò)位,安全合作遭受阻力。特朗普上臺(tái)后,美國(guó)的中東外交勢(shì)必實(shí)現(xiàn)"再平衡",兩國(guó)安全合作將達(dá)到新的水平。
[Abstract]:Since the founding of Israel in 1948, the United States has maintained a special relationship with Israel. An important link in the maintenance of the special relationship between the two countries is security cooperation between the two countries, the carrier of which mainly includes the open use of Israeli military facilities by the United States. The United States helps Israel build semi-public sharing of military facilities and secret American military bases in Israel. The deployment of a military presence in Israel is an important means for the United States to control the strategic route from the Mediterranean to the Red Sea. After a long period of running-in, the United States and Israel have formed a highly institutionalized security cooperation relationship, strategic cooperation, military diplomacy and assistance to Israel become an important part of security cooperation between the United States and Israel. Geopolitical and geo-economic demands are the interest basis of security cooperation between the two countries; similar liberal and democratic values and lobbying by the Jewish lobby in the United States have laid the value foundation for security cooperation between the two countries. However, under the influence of the whole and part, the attack and the defense, the implication and the abandonment, the security target pursued by the United States and Israel is misplaced, and the security cooperation suffers resistance. With Trump taking office, U.S. Middle East diplomacy is bound to be "rebalanced" and security cooperation between the two countries will reach a new level.
