【摘要】：抗日戰(zhàn)爭(zhēng)爆發(fā)后,民族危亡,國共雙方以民族大業(yè)為重,建立抗日民族統(tǒng)一戰(zhàn)線,陜甘寧邊區(qū)政府在特殊的歷史大背景下,取得合法地位,成為國民政府行政院直轄行政區(qū)之一。邊區(qū)政府在接受國民政府領(lǐng)導(dǎo)的同時(shí),又建立起屬于自己的獨(dú)立自主的政權(quán)。在國民政府領(lǐng)導(dǎo)的同時(shí),邊區(qū)政府與國民政府的關(guān)系是如何體現(xiàn)的?從目前陜甘寧邊區(qū)史研究來看,這一問題的研究尚處于薄弱環(huán)節(jié)。本文將通過大量的歷史文獻(xiàn),以及陜甘寧邊區(qū)的現(xiàn)有研究成果,對(duì)邊區(qū)政府與國民政府的關(guān)系做一個(gè)大概的梳理,從而更好地認(rèn)識(shí)1940年之前陜甘寧邊區(qū)政府與國民政府的關(guān)系。本文主要體現(xiàn)在以下幾個(gè)點(diǎn):一、蘇區(qū)改制和陜甘寧邊區(qū)政府的成立。主要論述國共兩黨關(guān)于蘇區(qū)改制的艱苦談判,陜甘寧邊區(qū)政府的人事安排以及陜甘寧邊區(qū)政府的行政區(qū)域劃分。二、結(jié)束雙重政權(quán),實(shí)現(xiàn)邊區(qū)行政統(tǒng)一。論述陜甘寧邊區(qū)雙重政權(quán)的形成及其磨擦斗爭(zhēng),以及如何結(jié)束雙重政權(quán),實(shí)現(xiàn)邊區(qū)在行政上的統(tǒng)一。三、發(fā)放賑濟(jì)款,安置災(zāi)民、難民。陜甘寧邊區(qū)是自然災(zāi)害多發(fā)地區(qū),國民政府給予賑災(zāi)救濟(jì)款,邊區(qū)政府如何安排這些賑濟(jì)款。四、協(xié)助友軍順利過境接防。國民黨騎兵第二軍換防途經(jīng)陜甘寧邊區(qū),邊區(qū)政府進(jìn)行精心周到的安排,使友軍順利過境。五、共建郵政、郵路,服務(wù)軍政。直至國共兩黨關(guān)系緊張之后,在郵政、郵路仍存在一定聯(lián)系,互相幫助,服務(wù)民眾和軍政。
[Abstract]:After the outbreak of the War of Resistance against Japan, the nation was in peril, and the Kuomintang and the Communist Party set up an anti-Japanese national United front with the great national cause in mind. The government of the Shensi-Kansu-Ningsia Border region gained its legal status under the background of a special historical background. Become one of the administrative regions under the direct jurisdiction of the Executive Yuan of the National Government. While accepting the leadership of the national government, the border region government established its own independent political power. At the same time, how does the relationship between the border region government and the national government reflect? Judging from the study of the history of Shaanxi, Gansu and Ningxia Border region, the research on this issue is still in a weak link. Through a large number of historical documents and the existing research results of the Shensi-Kansu-Ningsia Border region, this paper will make a general combing of the relationship between the government of the Border region and the National Government, so as to better understand the relationship between the government of the Shensi-Kansu-Ningsia Border region and the national government before 1940. This paper is mainly reflected in the following points: first, the reform of the Soviet region and the establishment of the Shaanxi-Kansu-Ningxia Border region government. This paper mainly discusses the difficult negotiations between the Kuomintang and the Communist Party on the reform of the Soviet area, the personnel arrangement of the government of the Shaanxi-Gansu-Ningxia Border region and the division of the administrative area of the government of the Shensi-Kansu-Ningsia Border region. Second, end dual political power and realize administrative unification of the border region. This paper discusses the formation and frictional struggle of the dual regime in the Shensi-Kansu-Ningsia Border region, and how to end the dual regime and realize the administrative unity of the border area. Third, the distribution of relief funds, resettlement of victims, refugees. The border region of Shaanxi, Gansu and Ningxia is prone to natural disasters. Assist friendly troops to cross the border smoothly. The second KMT cavalry army changed its defense through the Shensi-Kansu-Ningsia Border region, and the government of the Border region made careful arrangements to make the friendly troops cross the border smoothly. Fifth, the construction of postal services, services. Even after the tension between the Kuomintang and the Communist Party, there are still some links in the postal and postal routes, helping each other, serving the people and the military and government.
