【摘要】：當(dāng)前,中東格局進(jìn)入深度調(diào)整期:中東國(guó)家傳統(tǒng)治理模式陷入危機(jī),需要探索國(guó)家轉(zhuǎn)型新路徑;地區(qū)局勢(shì)處于近百年來最動(dòng)蕩時(shí)期,亟需恢復(fù)穩(wěn)定與發(fā)展;西方大國(guó)掌握中東的政治意愿、能力與影響力下降。在此背景下,中國(guó)抓住歷史性機(jī)遇,將中東作為踐行中國(guó)特色大國(guó)外交的戰(zhàn)略舞臺(tái)與重要場(chǎng)所,并初步形成了中國(guó)對(duì)中東外交的新理念。作為社會(huì)主義國(guó)家,中國(guó)堅(jiān)持不干涉內(nèi)政原則,強(qiáng)調(diào)政治解決爭(zhēng)端,建設(shè)性介入中東地區(qū)事務(wù);作為發(fā)展中國(guó)家,中國(guó)突出"發(fā)展優(yōu)先",以經(jīng)濟(jì)發(fā)展促穩(wěn)定,并在經(jīng)濟(jì)合作中倡導(dǎo)"正確義利觀";作為東方文明古國(guó),中國(guó)倡導(dǎo)文明對(duì)話和多元和諧共存。從實(shí)踐看,中國(guó)在中東熱點(diǎn)問題上主動(dòng)發(fā)聲,實(shí)現(xiàn)了參與中東事務(wù)的機(jī)制化,不斷強(qiáng)化文化交融,積極履行負(fù)責(zé)任大國(guó)責(zé)任。與此同時(shí),中國(guó)仍面臨來自中東地區(qū)、中國(guó)自身以及第三方干擾等多種難題和挑戰(zhàn),需要采用積極有效的舉措加以應(yīng)對(duì),構(gòu)建和諧、穩(wěn)定與發(fā)展的"新中東"。
[Abstract]:At present, the structure of the Middle East has entered a period of deep adjustment: the traditional governance mode of the Middle East countries is in crisis, and a new path of national transformation should be explored, and the regional situation is in the most turbulent period in the past hundred years, so it is urgent to restore stability and development. The political will, ability and influence of the Western powers to master the Middle East have declined. Against this background, China has seized the historic opportunity to take the Middle East as a strategic stage and an important place to practice the diplomacy of great powers with Chinese characteristics, and has initially formed a new concept of China's diplomacy towards the Middle East. As a socialist country, China adheres to the principle of non-interference in internal affairs, emphasizes the political settlement of disputes, and constructively participates in the affairs of the Middle East region. As a developing country, China gives priority to development, promotes stability through economic development, and advocates a "correct view of justice and benefit" in economic cooperation. As an ancient civilized country in the East, China advocates civilized dialogue and pluralistic and harmonious coexistence. From the practical point of view, China has taken the initiative to voice its voice on the hot issues in the Middle East, has realized the institutionalization of its participation in the Middle East affairs, has constantly strengthened cultural integration, and has actively fulfilled the responsibility of a responsible big country. At the same time, China still faces a variety of difficulties and challenges from the Middle East region, China itself and third party interference, and needs to adopt positive and effective measures to deal with it and build a "new Middle East" of harmony, stability and development.
