【摘要】：從新中國成立至今,許許多多的老年人在年輕時為祖國的建設貢獻了自己一生的精力,在中國經(jīng)濟發(fā)展取得重大成果的現(xiàn)在,老年人應該也必須享受到他們畢生的勞動果實。同時,老年人群也是一種社會的弱勢群體,他們更需要社會的關愛與照顧,從這個意義上來講,養(yǎng)老問題至關重要,這并不只是個人或者家庭的責任,更是全社會共同的責任。在中國人口老齡化加劇、城鎮(zhèn)化加快的大背景下,越來越多的老年人需要社會養(yǎng)老服務;同時,越來越結(jié)構(gòu)小型化的家庭也更加需要社會化的養(yǎng)老服務來填補家庭養(yǎng)老的缺失。因此,以家庭養(yǎng)老模式為主的傳統(tǒng)養(yǎng)老向社會養(yǎng)老模式的轉(zhuǎn)變不僅僅符合經(jīng)濟發(fā)展的需求,更是中國社會養(yǎng)老服務發(fā)展的趨勢。河北省作為中國的人口大省,人口老齡化十分嚴重,老年人口不斷的增加以及家庭結(jié)構(gòu)的日益小型化,越來越多的老年人的養(yǎng)老需求無法得到滿足。傳統(tǒng)家庭養(yǎng)老功能的不斷弱化使得老年人只能得到最基本生理需求的滿足,但是社會經(jīng)濟的發(fā)展給老年人帶來的養(yǎng)老需求越老越多樣化,越來越多家庭開始為老年人尋求社會養(yǎng)老服務。但是,河北省的社會養(yǎng)老服務發(fā)展時間比較短,發(fā)展還很不完善,無法滿足龐大的老年群體的養(yǎng)老服務需求,這就導致了河北省社會養(yǎng)老服務供給與需求之間矛盾的產(chǎn)生。本文在整理、總結(jié)河北省老齡化現(xiàn)狀以及社會化養(yǎng)老服務在河北省發(fā)展現(xiàn)狀的基礎下,分析了幾個了導致河北省養(yǎng)老服務出現(xiàn)供求矛盾的影響因素,并且提出了合理的解決對策與建議,希望能為河北省養(yǎng)老服務體系的完善與健康發(fā)展貢獻自己的力量。
[Abstract]:Since the founding of the people's Republic of China, many elderly people have contributed their whole life's energy to the construction of the motherland in their youth. Now, when China's economic development has made great achievements, the elderly should also enjoy the fruits of their lifetime's labor. At the same time, the elderly are also a kind of social vulnerable group, they need the care and care of the society more, in this sense, the pension issue is very important, this is not only the responsibility of individuals or families, but also the common responsibility of the whole society. Under the background of the aggravation of population aging and the acceleration of urbanization, more and more elderly people need social old-age service. At the same time, more and more small families also need socialized old-age service to fill the lack of family old-age care. Therefore, the transformation from the traditional old-age pension model to the social old-age care model is not only in line with the needs of economic development, but also the trend of the development of social old-age service in China. As a large population province in China, the aging population of Hebei Province is very serious, the elderly population continues to increase and the family structure is becoming smaller and smaller, more and more elderly people's pension needs can not be met. With the weakening of the traditional family pension function, the elderly can only get the most basic physiological needs, but the social and economic development brings the aging needs of the elderly more diversified. More and more families are seeking social care for the elderly. However, the development of social old-age services in Hebei Province is relatively short, the development is not perfect, can not meet the needs of large elderly groups, which leads to the contradiction between the supply and demand of social old-age services in Hebei Province. On the basis of sorting out, summarizing the current situation of aging and the development of social old-age service in Hebei Province, this paper analyzes several factors that cause the contradiction between supply and demand of pension service in Hebei Province. It also puts forward reasonable countermeasures and suggestions, hoping to contribute to the perfection and healthy development of the pension service system in Hebei Province.
