【摘要】：傳統(tǒng)的以家庭為主,國家、集體為輔的農(nóng)村養(yǎng)老服務(wù)供給模式出現(xiàn)了嚴(yán)重的失靈,其主要原因是家庭失能、社區(qū)失能和政府失靈。依據(jù)治理理論,要解決這一系列問題,我們既要激活原有主體——家庭、社區(qū)和政府,使之履行應(yīng)有的職能,又要培育和引進(jìn)新的主體——養(yǎng)老機(jī)構(gòu)、保險機(jī)構(gòu)和社會組織,以彌補(bǔ)原有主體能力的不足,以此建構(gòu)一個多主體協(xié)同的養(yǎng)老服務(wù)供給模式。要建構(gòu)這樣一種新的供給模式,我們需要建構(gòu)多元主體的協(xié)同性認(rèn)知,實現(xiàn)對多元主體力量的有效整合;而要保證這一模式的有效運(yùn)行,還要設(shè)計出包括協(xié)同機(jī)制、信息交流與反饋機(jī)制、社會市場機(jī)制和監(jiān)督評估機(jī)制在內(nèi)的多項有效的運(yùn)行機(jī)制。最終實現(xiàn)農(nóng)村養(yǎng)老服務(wù)的有效供給,提高農(nóng)村老人的生活質(zhì)量,建構(gòu)健康老齡化農(nóng)村社會。
[Abstract]:The traditional rural old-age service supply mode, which is based on the family and supplemented by the collective, has a serious failure. The main reasons are family disability, community disability and government failure. According to the theory of governance, to solve this series of problems, we should not only activate the original subjects-the family, the community and the government, so as to enable them to perform their due functions, but also cultivate and introduce new subjects-pension institutions, insurance institutions and social organizations. In order to make up for the deficiency of the original main body ability, this paper constructs a multi-agent cooperative pension service supply mode. In order to construct such a new supply mode, we need to construct the cooperative cognition of multiple subjects and realize the effective integration of the power of multiple subjects. In order to ensure the effective operation of this model, we must design several effective operating mechanisms, including cooperative mechanism, information exchange and feedback mechanism, social market mechanism and supervision and evaluation mechanism. Finally, we can realize the effective supply of rural old-age service, improve the quality of life of the rural elderly, and construct a healthy aging rural society.
