【摘要】：上世紀80年代以來,計劃生育政策的推行,從某種程度上降低了人口增長的速度,促進了經濟的發(fā)展,但另一方面,也使我國人口老齡化進程加快,家庭結構小型化,使傳統(tǒng)的家庭養(yǎng)老功能減退。同時,我國經濟發(fā)展水平還較低,目前養(yǎng)老機構配置難以滿足老人的養(yǎng)老需求,另外,由于傳統(tǒng)觀念的影響,老人及其家人也不愿意接受機構養(yǎng)老,因此機構養(yǎng)老面臨發(fā)展困境。傳統(tǒng)的居家養(yǎng)老服務模式由于無法調動各方力量,難以充分利用養(yǎng)老資源,難以形成長效機制,發(fā)展動力不足。在這種情況下,虛擬養(yǎng)老院這種新的社區(qū)養(yǎng)老服務模式應運而生。虛擬養(yǎng)老院利用信息化技術平臺,以社區(qū)為依托,納入社會組織和企業(yè)為老人提供養(yǎng)老服務,它可以使老人實現(xiàn)不離開家庭就可以接受社會機構養(yǎng)老服務,使老人既能享受機構養(yǎng)老一樣的服務,又可以彌補機構養(yǎng)老缺少家庭親情的缺點。本研究主要介紹了這種把家庭養(yǎng)老、現(xiàn)代通訊技術與社區(qū)服務結合起來的新型養(yǎng)老服務模式,實地調查了北京市虛擬養(yǎng)老院試點,分析試點的特色和其中出現(xiàn)的主要問題,并且在借鑒蘇州模式和蘭州模式的成功經驗基礎上,提出了試點完善的具體措施。
[Abstract]:Since the 1980s, the implementation of the family planning policy has to some extent reduced the speed of population growth and promoted the development of the economy. On the other hand, it has also accelerated the process of population aging and made the family structure miniaturized. To reduce the traditional family pension function. At the same time, the level of economic development in our country is still relatively low. At present, the allocation of pension institutions is difficult to meet the needs of the elderly. In addition, because of the influence of traditional concepts, the elderly and their families are also unwilling to accept the institution for the aged. As a result, institutional pension faces difficulties in development. Because the traditional mode of home pension service can not mobilize all kinds of forces, it is difficult to make full use of the endowment resources, to form a long-term mechanism, and to lack the motive force of development. In this case, the virtual nursing home, a new mode of community pension services came into being. The virtual nursing home uses the information technology platform, relies on the community, integrates the social organization and the enterprise to provide the old-age service for the elderly, it can enable the elderly to accept the social organization old-age service without leaving the family. So that the elderly can not only enjoy the same services as institutional pension, but also make up for the lack of family affection. This study mainly introduces the new pension service model, which combines family pension, modern communication technology and community service, and investigates the pilot project of Beijing virtual nursing home, and analyzes the characteristics of the pilot and the main problems in it. On the basis of the successful experience of Suzhou and Lanzhou models, this paper puts forward some concrete measures to improve the experiment.
