【摘要】：國家和社會關系的理論認為,社會組織依附于國家獲得發(fā)展。改革開放之后,雖然國家不斷釋放社會發(fā)展的空間,但是,國家對社會組織仍然采取分類管理的策略,使得社會組織難以獲得真正的發(fā)展空間。盡管國家大力鼓勵公益性社會組織的發(fā)展,但是,社會組織管理體制使得這類社會組織只能依附于政府才能獲得發(fā)展。依附式發(fā)展的理論注意到了國家對待社會組織的整體戰(zhàn)略,但是忽視了科層制的層級性。本文通過考察作為國家代理人的基層政府,發(fā)現(xiàn)在項目制和科層制的夾縫之中,基層政府為了推進項目制,同時完成科層制的任務,依賴社會組織的數(shù)量增長,依靠一般性社會組織銜接國家與社區(qū)來化解社會矛盾,同時依靠平臺型社會組織銜接國家與社會。基層政府與社會組織形成共生式發(fā)展,展現(xiàn)了一種新的國家和社會關系的形式。
[Abstract]:The theory of state and social relations holds that social organizations are dependent on the development of the state. After the reform and opening up, although the country has constantly released the space for social development, the state still adopts the strategy of classified management of social organizations, which makes it difficult for social organizations to obtain real development space. Although the state strongly encourages the development of public welfare social organizations, the management system of social organizations makes them only dependent on the government. The theory of dependent development pays attention to the overall strategy of the state towards social organization, but neglects the hierarchy of hierarchy. Through the investigation of the grass-roots government as the national agent, it is found that in the gap between the project system and the hierarchy system, the grass-roots government, in order to promote the project system, at the same time complete the task of the hierarchy system, rely on the growth of the number of social organizations. It depends on the general social organization to connect the state and the community to resolve the social contradiction, and the platform social organization to connect the state and the society at the same time. Grassroots government and social organization form symbiotic development, showing a new form of state and social relations.
