【摘要】："十二五"期間,西藏經(jīng)濟社會取得了一個又一個發(fā)展的奇跡,尤其是農(nóng)牧區(qū),無論是經(jīng)濟總量還是農(nóng)牧民人均水平,還是社會事業(yè)發(fā)展情況都得到了大幅度提高,西藏經(jīng)濟綜合實力明顯增強。"十三五"時期是西藏全面建成小康社會的決定性階段,必須解放思想,開拓進取,主動適應(yīng)新常態(tài),加強基礎(chǔ)設(shè)施建設(shè)力度,牢牢鎖定貧困人口和貧困村鎮(zhèn),大力推進精準(zhǔn)扶貧,促進經(jīng)濟社會持續(xù)健康發(fā)展和長治久安,確保到2020年與全國一道實現(xiàn)全面建成小康社會的宏偉目標(biāo)。
[Abstract]:During the 12th Five-Year Plan period, Tibet's economic and social development has achieved one miracle after another. In particular, in the agricultural and pastoral areas, both the total economic volume, the average level of farmers and herdsmen, and the development of social undertakings have been greatly improved. Tibet's comprehensive economic strength has increased markedly. " The 13th Five-Year Plan period is the decisive stage for Tibet to build a well-off society in an all-round way. It is necessary to emancipate the mind, forge ahead, take the initiative to adapt to the new normal, strengthen infrastructure construction, and firmly lock in the poor population and poor villages and towns. We will vigorously promote precision poverty alleviation, promote sustained and healthy economic and social development and long-term stability, and ensure that the grand goal of building a well-off society in an all-round way will be achieved by 2020 together with the whole country.
