【摘要】：互聯(lián)網(wǎng)技術(shù)帶給人們網(wǎng)絡信息工具的快捷與方便,新形勢的媒體傳播、輿情產(chǎn)生和擴散之迅猛,已經(jīng)勢不可擋。作為新潮的電子媒體,青少年是其受眾主體。青少年網(wǎng)絡輿情是青少年對于社會中各種事件和問題所表達的態(tài)度、意見和情緒等的總和。青少年的社會活動特征就是思想活躍、性格外向,對社會事務有很大的參與熱情,但由于理性思維不足的原因,常常對社會問題的表達易傾向于情緒化。網(wǎng)絡輿情對青少年的思維模式、行為方式、心理特征和政治趨向等產(chǎn)生了異常深刻的影響。若青少年參與的網(wǎng)絡輿情沒有及時合理地疏導,可能會演繹成負面的網(wǎng)絡輿情。青少年網(wǎng)絡輿情的負面表現(xiàn)主要在這幾個方面:一是青少年的感性思維、非理性思維比較突出,常常成為網(wǎng)絡輿情負面作用的首發(fā)力量;二是青少年對社會事件的熱情活躍使網(wǎng)絡輿情事件演繹得更加復雜嬗變;三是青少年網(wǎng)絡輿情的負面表現(xiàn)使一些人際關(guān)系和法治環(huán)境變得緊張和復雜。在構(gòu)建社會主義和諧社會的進程中,如何營造一個良好的網(wǎng)絡社會,尤其針對青少年網(wǎng)民的輿情管理,實現(xiàn)網(wǎng)絡環(huán)境文明化、和諧化,已經(jīng)成為當前各級政府網(wǎng)絡輿情管理的一項重要課題。由于網(wǎng)絡輿情的管理與應對是一個新穎的領(lǐng)域,而且網(wǎng)絡輿情管理具有復雜性、艱巨性,其中網(wǎng)絡輿情焦點往往變化多端,信息傳播迅速,使得我國政府的應對能力和經(jīng)驗仍然相對不足,在實踐中暴露出不少問題。政府應對網(wǎng)絡輿情主要從這幾個方面著手,在管理層面上,實現(xiàn)網(wǎng)絡輿情熱點問題科學而有效的引導和管控機制;在技術(shù)層面上,利用現(xiàn)代信息技術(shù)實現(xiàn)對網(wǎng)絡輿情信息的及時采集,提取熱點并追蹤監(jiān)測;在思想教育層面上,實現(xiàn)及時使輿情未能危機化,形成良性輿論,促進網(wǎng)絡環(huán)境文明化、和諧化。本文共分為五個部分:第一部分,主要闡述了青少年網(wǎng)絡輿情管理的國內(nèi)外研究現(xiàn)狀,本文的研究目的、研究意義、研究思路和方法;第二部分,介紹了網(wǎng)絡輿情概況以及網(wǎng)絡輿情相關(guān)理論;第三部分,介紹了我國政府對青少年網(wǎng)民輿情引導和管理的現(xiàn)狀;第四部分,論述了我國青少年網(wǎng)民網(wǎng)絡輿情的危機特征,并進行了詳細的原因分析;第五部分,提出了政府應對青少年網(wǎng)絡輿情管理的完善對策和科學路徑。
[Abstract]:Internet technology brings people network information tools fast and convenient, the new situation of media dissemination, public opinion generation and diffusion of swift and violent, has been irresistible. As a trendy electronic media, teenagers are its main audience. Adolescent online public opinion is the sum of attitudes, opinions and emotions expressed by teenagers about various events and problems in society. The social activities of teenagers are characterized by active thinking, extroverted personality and great enthusiasm for participating in social affairs. However, due to the lack of rational thinking, the expression of social problems tends to be emotional. Internet public opinion has a profound influence on teenagers' thinking mode, behavior style, psychological characteristics and political tendency. If teenagers participate in network public opinion without timely and reasonable guidance, it may be interpreted into negative network public opinion. The negative expression of teenagers' network public opinion is mainly in these aspects: first, the young people's perceptual thinking, irrational thinking is more prominent, often become the first force of the negative role of network public opinion; The second is that the young people's enthusiasm for social events makes the network public opinion events more complex and transmutation; third, the negative performance of youth network public opinion makes some interpersonal relationships and the environment of the rule of law become tense and complex. In the process of building a harmonious socialist society, how to build a good network society, especially for the youth Internet users' public opinion management, realize the network environment civilized, harmonious, It has become an important subject of network public opinion management at all levels of government. Because the management and response of network public opinion is a novel field, and the management of network public opinion is complicated and arduous, the focal point of network public opinion is often changeable, and the information spreads rapidly. Our government's coping ability and experience are still relatively inadequate, exposing a lot of problems in practice. The government should deal with the network public opinion mainly from these aspects, in the management level, to realize the scientific and effective guidance and control mechanism of the network public opinion hot issues; in the technical level, Using modern information technology to realize the timely collection of network public opinion information, extract hot spots and track monitoring; in the ideological education level, realize timely public opinion can not be crisis, form benign public opinion, promote the network environment civilized, harmonious. This paper is divided into five parts: the first part, mainly elaborated the domestic and foreign research status of the youth network public opinion management, the research purpose, the research significance, the research thought and the method; the second part, the second part, Introduced the network public opinion general situation and the network public opinion correlation theory; the third part, introduced our country government to the youth netizen public opinion guidance and the management present situation; the fourth part, elaborated our country youth netizen network public opinion crisis characteristic, In the fifth part, the author puts forward the perfect countermeasures and scientific ways for the government to deal with the management of youth network public opinion.
