【摘要】：當(dāng)今,歐洲、非洲、亞洲的多國(guó)都出現(xiàn)了難民潮。有些恐怖分子利用難民的身份入境,制造恐怖襲擊,其使用的手段主要是虛假避難和違背難民義務(wù)兩類。一方面,各國(guó)邊境管控力度不同、難民甄別合作缺乏等因素為恐怖分子利用難民身份提供了契機(jī);另一方面,難民群體心理與生理境況不佳、難民營(yíng)環(huán)境惡劣,加大了難民融入當(dāng)?shù)厣鐣?huì)的難度,使其更容易被恐怖主義組織所利用。各國(guó)有必要加強(qiáng)出入境管理,完善移民法律法規(guī),重視難民甄別程序,加強(qiáng)國(guó)際合作。只有分別明晰難民與恐怖分子的定義,在《關(guān)于難民地位的公約》框架下將恐怖分子排除于難民群體之外,才能有效地發(fā)揮國(guó)際移民組織的優(yōu)勢(shì),在尊重和保護(hù)人權(quán)的同時(shí),保障國(guó)家安全利益。
[Abstract]:Today, many countries in Europe, Africa and Asia are experiencing refugee flows. Some terrorists use refugee status to enter the country and commit terrorist attacks, mainly through false asylum and breach of refugee obligations. On the one hand, different countries have different border controls, lack of cooperation in refugee screening and other factors provide an opportunity for terrorists to take advantage of refugee status; on the other hand, the psychological and physical situation of refugee groups is poor, and the camp environment is poor. It makes it harder for refugees to integrate locally, making them more vulnerable to terrorist groups. Countries need to strengthen immigration control, improve immigration laws and regulations, attach importance to refugee screening procedures, and strengthen international cooperation. Only by clarifying the definitions of refugees and terrorists separately and excluding terrorists from the refugee community within the framework of the Convention relating to the status of Refugees can the advantages of the International Organization for Migration be effectively exploited, while respecting and protecting human rights. Safeguard national security interests.
