昆明市和諧社區(qū)建設(shè)的對(duì)策分析

【摘要】：黨的十七大指出,構(gòu)建社會(huì)主義和諧社會(huì)是深入貫徹科學(xué)發(fā)展觀的具體體現(xiàn)。社會(huì)的基礎(chǔ)和基本單元是社區(qū),社區(qū)是人們社會(huì)生活的共同體和人居的基本平臺(tái),社會(huì)的管理、民生改善的依托、社會(huì)穩(wěn)定的維護(hù)全部在社區(qū),要構(gòu)建和諧社會(huì),必須要建設(shè)和諧社區(qū)。昆明的市場(chǎng)經(jīng)濟(jì)在不斷發(fā)展,城鎮(zhèn)化、信息化、工業(yè)化快速發(fā)展,社區(qū)的建設(shè)在經(jīng)濟(jì)發(fā)展中的作用顯得比較重要,承擔(dān)的任務(wù)日益繁重,面臨的挑戰(zhàn)和問題也越來越復(fù)雜。昆明城市建設(shè)開展十余年來,和諧社區(qū)建設(shè)雖然取得了明顯進(jìn)步,各方面條件也得到明顯改善,但其建設(shè)中仍然有諸多不足和問題。例如：部分領(lǐng)導(dǎo)和群眾和諧社區(qū)的建設(shè)還認(rèn)識(shí)不足,對(duì)發(fā)展和建設(shè)和諧社區(qū)的重要性認(rèn)識(shí)不清楚；社區(qū)居委會(huì)承擔(dān)了基層政府中心工作和審批權(quán)限下移后的大多數(shù)行政管理職能,很多工作都要實(shí)行目標(biāo)考核、多重增設(shè)機(jī)構(gòu)、掛牌子、比先進(jìn),而相應(yīng)的辦公經(jīng)費(fèi)和相關(guān)人員卻沒有下移；有很多的社區(qū)辦公條件差,經(jīng)費(fèi)不足,人員不齊,部分后建的小區(qū)建設(shè)與社區(qū)辦公用房沒有做到配套建設(shè)；居民對(duì)社區(qū)事務(wù)的參與度不夠高,參與機(jī)制不完善,居民的參與意識(shí)和社區(qū)歸屬感較低,缺乏足夠的參與熱情。如何適應(yīng)經(jīng)濟(jì)社會(huì)發(fā)展形勢(shì)新要求,推動(dòng)和諧社區(qū)建設(shè),使之在提高居民生活水平、創(chuàng)造安居社會(huì)環(huán)境和維護(hù)社會(huì)穩(wěn)定上發(fā)揮積極的作用,顯得越來越重要。本文圍繞昆明跨越式發(fā)展目標(biāo),立足昆明社區(qū)建設(shè)實(shí)際,結(jié)合當(dāng)前國(guó)際國(guó)內(nèi)社區(qū)建設(shè)發(fā)展前沿研究,通過實(shí)地調(diào)研、數(shù)據(jù)分析、理論研究等方式,在深入了解當(dāng)前昆明市社區(qū)建設(shè)的整體狀況、運(yùn)行機(jī)制和發(fā)展中面臨的問題的基礎(chǔ)上,吸收借鑒先進(jìn)城市實(shí)踐經(jīng)驗(yàn),積極探索昆明市社區(qū)未來發(fā)展趨向,構(gòu)建了昆明和諧社區(qū)建設(shè)發(fā)展模式,通過加強(qiáng)改革、創(chuàng)新運(yùn)行機(jī)制、推進(jìn)服務(wù)型社區(qū)建設(shè)、加強(qiáng)規(guī)劃、推進(jìn)社區(qū)黨建全覆蓋五大對(duì)策,探索推進(jìn)社區(qū)建設(shè),實(shí)現(xiàn)昆明市和諧社區(qū)跨越式發(fā)展。以期實(shí)現(xiàn)昆明市和諧社區(qū)建設(shè)跨越式發(fā)展建言獻(xiàn)策。
[Abstract]:The 17th National Congress of the CPC pointed out that building a harmonious socialist society is the concrete embodiment of carrying out the concept of scientific development in depth. The foundation and basic unit of society is the community, the community is the community of people's social life and the basic platform of human settlements, the management of society, the support of people's livelihood improvement, the maintenance of social stability are all in the community, we must build a harmonious society. We must build a harmonious community. The market economy of Kunming is developing continuously, urbanization, informatization and industrialization are developing rapidly. The function of community construction in economic development is more and more important, the task is increasingly heavy, and the challenges and problems are becoming more and more complex. Since the construction of Kunming city has been carried out for more than ten years, although the construction of harmonious community has made obvious progress and the conditions in all aspects have been improved obviously, there are still many shortcomings and problems in the construction of the harmonious community. For example, some leaders and the construction of a harmonious community of the masses are not well understood, and the importance of the development and construction of a harmonious community is not clear; Community neighborhood committees have assumed most of the functions of administration after the central work of grass-roots governments and the transfer of examination and approval authority have been moved. Many of the work must be carried out through target assessment, and more organizations will be added and signs will be put up, which is more advanced than the others. However, the corresponding office expenses and related personnel have not moved down; there are a lot of poor community office conditions, insufficient funds, uneven personnel, part of the community building and community office building did not achieve matching construction; Residents' participation in community affairs is not high enough, the participation mechanism is not perfect, the residents' sense of participation and community belonging is low, and they lack sufficient enthusiasm for participation. How to adapt to the new requirements of economic and social development, promote the construction of harmonious communities, improve the living standards of residents, create a secure social environment and maintain social stability, it is becoming more and more important. This paper focuses on Kunming's leap-forward development goal, based on the reality of Kunming community construction, combined with the current international and domestic community construction development frontier research, through field research, data analysis, theoretical research, etc. On the basis of a deep understanding of the overall situation, operation mechanism and problems in the development of community construction in Kunming, and drawing on the practical experience of advanced cities, we should actively explore the future development trend of the community in Kunming. This paper constructs the development mode of Kunming harmonious community construction, through strengthening the reform, innovating the running mechanism, promoting the service-oriented community construction, strengthening the planning, promoting the whole coverage of the community party building, and exploring and promoting the community construction.
