【摘要】："階層固化"作為一個(gè)輿論熱點(diǎn),其概念是基于"階層流動(dòng)受阻"與"風(fēng)險(xiǎn)的社會(huì)放大"兩個(gè)意涵而建構(gòu)起來的。新中國成立以來,階層流動(dòng)大致經(jīng)歷了四個(gè)階段:階級(jí)關(guān)系重塑與"二元身份"形成、失序流動(dòng)、大分化與新組合、邊界清晰下的穩(wěn)定流動(dòng)。目前,中國社會(huì)并未呈現(xiàn)出階層固化的整體態(tài)勢(shì),但也存在著影響階層正常流動(dòng)的若干障礙因素,包括宏觀的制度與政策、中觀的制度外"間隙"行為機(jī)制、微觀的差異化的個(gè)體能動(dòng)性等。防范階層固化的風(fēng)險(xiǎn),應(yīng)堅(jiān)持"控制"與"限制"相結(jié)合"、應(yīng)對(duì)"與"面對(duì)"相結(jié)合和機(jī)會(huì)公平原則,并通過一系列政策手段促進(jìn)階層間的縱向流動(dòng)。
[Abstract]:As a hot topic of public opinion, the concept of "stratum solidification" is constructed based on the implication of "block of stratum flow" and "social magnification of risk". Since the founding of the people's Republic of China, the class flow has undergone four stages: class relationship remodeling and the formation of "dual identity", disorderly flow, great differentiation and new combination, and stable flow under clear boundary. At present, Chinese society has not shown the overall situation of class solidification, but there are also some obstacles affecting the normal flow of stratum, including macro system and policy, the behavior mechanism of "gap" outside the system. Micro differentiation of individual activity and so on. To prevent the risk of stratum solidification, we should stick to the combination of "control" and "restriction", deal with "face" and the principle of opportunity fairness, and promote the vertical flow of stratum through a series of policy measures.
