【摘要】：社會(huì)養(yǎng)老事關(guān)人民群眾的根本利益,是黨和國(guó)家高度重視的民心工程、德政工程。1999年,我國(guó)就正式進(jìn)入老齡化社會(huì),并呈現(xiàn)老年人口基數(shù)大、增長(zhǎng)快、高齡化、空巢化的特點(diǎn),缺乏自我照料能力的老年人口數(shù)量逐年劇增。而東莞市的老齡化率要遠(yuǎn)遠(yuǎn)高于全國(guó)水平,老年人口的急劇增長(zhǎng)所帶來(lái)的挑戰(zhàn)日益嚴(yán)峻,發(fā)展養(yǎng)老服務(wù)產(chǎn)業(yè)、提高養(yǎng)老服務(wù)水平成為東莞市必須盡快解決的現(xiàn)實(shí)問(wèn)題。這一問(wèn)題如果解決不好,將極大影響全市的和諧發(fā)展與幸福東莞的建設(shè)。城市養(yǎng)老社區(qū)照顧模式結(jié)合了家庭養(yǎng)老與機(jī)構(gòu)養(yǎng)老的優(yōu)點(diǎn),具有符合傳統(tǒng)思想、建設(shè)成本低廉、滿(mǎn)足老年人多元化需求、創(chuàng)造就業(yè)機(jī)會(huì)等優(yōu)點(diǎn),能讓老人干干凈凈活出尊嚴(yán)、舒舒服服活出品質(zhì),是符合當(dāng)前東莞城市發(fā)展的養(yǎng)老模式。本文由五部分構(gòu)成：第一部分是緒論,介紹了選題的緣由、研究的意義、研究方法和創(chuàng)新點(diǎn),并盤(pán)點(diǎn)了國(guó)內(nèi)外在城市養(yǎng)老社區(qū)照顧模式方面的研究成果；第二部分是城市養(yǎng)老社區(qū)照顧模式的概述,介紹了社區(qū)、城市社區(qū)、社區(qū)照顧等基本概念,闡述了社區(qū)照顧理論、社區(qū)保障理論、社區(qū)服務(wù)理論,奠定了本文的研究基礎(chǔ),并分析了構(gòu)建城市養(yǎng)老社區(qū)照顧模式的必要性；第三部分是東莞城市養(yǎng)老社區(qū)照顧模式的問(wèn)題及其原因,分析了目前東莞城市養(yǎng)老社區(qū)照顧存在的諸如養(yǎng)老資金來(lái)源不足、養(yǎng)老配套設(shè)施落后、工作人員專(zhuān)業(yè)性不強(qiáng)、養(yǎng)老服務(wù)覆蓋面不足等問(wèn)題,并闡明了產(chǎn)生這些問(wèn)題的原因在于政府財(cái)政支持力度不夠、養(yǎng)老服務(wù)體系不完善、政策法規(guī)不健全、養(yǎng)老服務(wù)觀念落后；第四部分是國(guó)外養(yǎng)老社區(qū)照顧模式的成功經(jīng)驗(yàn),分析了英國(guó)、美國(guó)、日本及香港在養(yǎng)老社區(qū)照顧方面的成功經(jīng)驗(yàn),即完善的立法保障、豐富的服務(wù)內(nèi)容、多元的組織形式、重視社區(qū)的作用,這些都可以為東莞城市養(yǎng)老社區(qū)照顧模式的建構(gòu)提供有益的啟示；第五部分是建構(gòu)東莞城市養(yǎng)老社區(qū)照顧模式的對(duì)策建議,提出了強(qiáng)化東莞城市養(yǎng)老社區(qū)照顧的政策扶持、加強(qiáng)東莞城市養(yǎng)老社區(qū)照顧的資金保障、推進(jìn)東莞城市養(yǎng)老社區(qū)照顧的隊(duì)伍建設(shè)、完善東莞城市養(yǎng)老社區(qū)照顧的服務(wù)體系、促進(jìn)東莞城市養(yǎng)老社區(qū)照顧的產(chǎn)業(yè)發(fā)展等措施能有效解決當(dāng)前東莞城市養(yǎng)老社區(qū)照顧面臨的現(xiàn)實(shí)問(wèn)題,從而為老年人安享晚年,促進(jìn)幸福東莞建設(shè)發(fā)揮積極作用。
[Abstract]:Social old-age care is related to the fundamental interests of the masses of the people, and it is a project of the people's support that the party and the state attach great importance to. In 1999, our country formally entered an aging society, and presented the characteristics of a large base of the elderly population, rapid growth, aging and empty-nesting. The number of elderly people lacking self-care capacity has increased dramatically year by year. However, the aging rate of Dongguan is far higher than the national level, and the challenge brought by the rapid growth of the elderly population is becoming more and more severe. It is necessary to solve the practical problem of developing the old-age service industry and improving the level of the old-age service in Dongguan City as soon as possible. If this problem is not solved well, it will greatly affect the harmonious development of the whole city and the construction of happy Dongguan. The urban old-age community care model combines the advantages of the family old-age care and the institutional old-age care, and has the advantages of consonant with the traditional idea, low construction cost, satisfying the diversified needs of the elderly, creating employment opportunities, and so on, so that the elderly can live clean and dignified. Comfortable living quality, is in line with the current urban development of Dongguan pension model. This paper is composed of five parts: the first part is the introduction, introduced the reason of the topic, the significance of the research, research methods and innovation points, and take stock of the domestic and foreign research results in the urban old-age community care model; The second part is an overview of the urban old-age community care model, introduced the basic concepts of community, urban community, community care, and so on, elaborated the community care theory, community security theory, community service theory, laid the foundation of this paper. The third part is about the problems and reasons of the care mode of the urban old-age community in Dongguan, and analyzes the existing problems of the care for the urban old-age community in Dongguan, such as insufficient sources of pension funds. Problems such as backward supporting facilities for the aged, poor professional staff, inadequate coverage of pension services, and so on, are explained. The reasons for these problems are that the government financial support is not enough, the pension service system is not perfect, the policies and regulations are not perfect, and so on. The fourth part is the successful experience of the overseas old-age community care model, which analyzes the successful experience of the United Kingdom, the United States, Japan and Hong Kong in the care of the aged community, that is, perfect legislative protection, rich service content. The multiple organizational forms and the importance of the role of the community can provide useful inspiration for the construction of the care model of the urban community for the aged in Dongguan. The fifth part is the countermeasures and suggestions to construct the care mode of the community for the aged in Dongguan city. This paper proposes to strengthen the policy support for the care of the aged community in Dongguan city, strengthen the fund guarantee of the care for the aged community in the city of Dongguan, promote the construction of the contingent for the care of the aged community in the city of Dongguan, and perfect the service system of the care for the aged community in the city of Dongguan. Measures such as promoting the industrial development of caring for the aged in Dongguan city can effectively solve the practical problems faced by the care of the aged community in Dongguan city at present, and thus play an active role in promoting the construction of happy Dongguan for the elderly in their old age.
