【摘要】：農(nóng)村殘疾人是一個(gè)比較特殊的群體，幫助農(nóng)村貧困殘疾人解決溫飽問(wèn)題不僅是黨和政府的重要任務(wù)，也是全社會(huì)共同的責(zé)任。農(nóng)村殘疾人扶貧是一項(xiàng)長(zhǎng)期而艱巨的工程。新中國(guó)成立以來(lái)，尤其是改革開(kāi)放以來(lái)，黨和政府高度重視農(nóng)村殘疾人的生活和生產(chǎn)狀況，投入大量的人力、物力、財(cái)力，，開(kāi)展了有計(jì)劃、有組織、大規(guī)模的殘疾人扶貧開(kāi)發(fā)工作。幫助農(nóng)村殘疾人擺脫貧困不僅是國(guó)家扶貧開(kāi)發(fā)事業(yè)發(fā)展的必然要求，也體現(xiàn)了全心全意為人民服務(wù)的宗旨，有利于維護(hù)社會(huì)的穩(wěn)定。因此，對(duì)農(nóng)村殘疾人扶貧開(kāi)發(fā)問(wèn)題的研究既有理論意義，又有重要的實(shí)踐意義。本文著重從農(nóng)村殘疾人貧困的原因及影響、農(nóng)村殘疾人扶貧開(kāi)發(fā)的歷史進(jìn)程、農(nóng)村殘疾人扶貧開(kāi)發(fā)的政策措施、農(nóng)村殘疾人扶貧開(kāi)發(fā)遇到的問(wèn)題以及相應(yīng)的解決對(duì)策等方面進(jìn)行了系統(tǒng)的闡述。 第一章緒論部分。主要是從論文的選題依據(jù)及研究意義、研究現(xiàn)狀、研究方法及論文創(chuàng)新之處四個(gè)方面進(jìn)行闡述。選題依據(jù)及研究意義主要介紹了選題的由來(lái)以及選擇該題目的意義。研究現(xiàn)狀主要介紹了目前學(xué)者對(duì)農(nóng)村殘疾人扶貧開(kāi)發(fā)問(wèn)題的研究情況。研究方法主要有宏觀分析法、對(duì)比分析法以及數(shù)據(jù)分析法三種方法。論文的創(chuàng)新之處在于：一是對(duì)軍隊(duì)和武警部隊(duì)在參與農(nóng)村殘疾人扶貧開(kāi)發(fā)中所具有的優(yōu)勢(shì)及其所發(fā)揮的作用進(jìn)行了詳細(xì)的闡述，二是對(duì)改革開(kāi)放以來(lái)到20世紀(jì)90年代初的農(nóng)村殘疾人扶貧開(kāi)發(fā)歷程進(jìn)行了闡述。 第二章農(nóng)村殘疾人扶貧問(wèn)題概述。主要介紹了殘疾人的含義及現(xiàn)狀、農(nóng)村殘疾人貧困的原因及影響、農(nóng)村殘疾人扶貧開(kāi)發(fā)的歷史進(jìn)程。農(nóng)村殘疾人貧困的原因主要從四個(gè)方面進(jìn)行了論述，即身體殘疾的影響、受教育程度比較低、缺乏脫貧致富的技能及就業(yè)創(chuàng)業(yè)機(jī)會(huì)不均。接著從不利于中國(guó)共產(chǎn)黨利民惠民政策的貫徹落實(shí)、不利于社會(huì)主義本質(zhì)的實(shí)現(xiàn)、不利于社會(huì)主義和諧社會(huì)的構(gòu)建以及全面小康社會(huì)建成等方面論述了農(nóng)村殘疾人貧困的影響。農(nóng)村殘疾人扶貧開(kāi)發(fā)的歷史進(jìn)程主要介紹了改革開(kāi)放以來(lái)我國(guó)農(nóng)村殘疾人扶貧開(kāi)發(fā)的五個(gè)階段，即救濟(jì)式扶貧階段、開(kāi)發(fā)式扶貧階段、扶貧開(kāi)發(fā)攻堅(jiān)階段、扶貧開(kāi)發(fā)全面展開(kāi)階段、扶貧開(kāi)發(fā)深入發(fā)展階段。 第三章農(nóng)村殘疾人扶貧開(kāi)發(fā)的政策措施。主要從五個(gè)方面介紹了農(nóng)村殘疾人扶貧開(kāi)發(fā)的相關(guān)政策措施。第一方面是建立農(nóng)村殘疾人扶貧開(kāi)發(fā)工作機(jī)構(gòu)；第二方面是中央和地方多渠道籌措安排資金；第三方面是扶持農(nóng)村殘疾人實(shí)現(xiàn)就業(yè)創(chuàng)業(yè)；第四方面是優(yōu)先落實(shí)農(nóng)村各項(xiàng)社會(huì)保障制度；第五方面是組織和動(dòng)員社會(huì)各界力量參與農(nóng)村殘疾人扶貧開(kāi)發(fā)。 第四章農(nóng)村殘疾人扶貧開(kāi)發(fā)的現(xiàn)狀及對(duì)策。這一部分首先闡述了目前我國(guó)農(nóng)村殘疾人扶貧開(kāi)發(fā)工作所具有的有利條件，然后介紹了當(dāng)前我國(guó)農(nóng)村殘疾人扶貧開(kāi)發(fā)面臨的問(wèn)題，最后針對(duì)這些問(wèn)題提出了相應(yīng)的解決措施。
[Abstract]:The rural disabled is a special group. Helping the rural poor disabled to solve the problem of food and clothing is not only an important task of the Party and the government, but also a common responsibility of the whole society. The living and production conditions of the disabled have invested a great deal of manpower, material and financial resources to carry out planned, organized and large-scale poverty alleviation and development work for the disabled. Therefore, the study on the poverty alleviation and development of the rural disabled has both theoretical and practical significance. This paper focuses on the causes and impacts of poverty of the rural disabled, the historical process of poverty alleviation and development of the rural disabled, the policies and measures for poverty alleviation and development of the rural disabled, the problems encountered in poverty alleviation and development of the rural disabled and the related issues. The countermeasures and so on should be systematically expounded.
The first chapter is the introduction. It mainly elaborates on the basis and significance of the topic selection, the research status quo, the research methods and the innovation of the paper. The basis and significance of the topic selection mainly introduces the origin of the topic selection and the significance of the topic selection. There are three main research methods: macro analysis method, comparative analysis method and data analysis method. The process of poverty alleviation and development for rural disabled people came to the early 1990s.
Chapter two is an overview of poverty alleviation for the disabled in rural areas. It mainly introduces the meaning and current situation of the disabled, the causes and effects of poverty alleviation for the disabled in rural areas, and the historical process of poverty alleviation and development for the disabled in rural areas. Then it discusses the influence of poverty alleviation and development of the rural disabled from the following aspects: it is not conducive to the implementation of the Communist Party of China's policy of benefiting the people, the realization of the essence of socialism, the construction of a harmonious socialist society and the building of a well-off society in an all-round way. The historical process mainly introduces the five stages of poverty alleviation and development for the rural disabled in China since the reform and opening up, namely, relief poverty alleviation stage, development poverty alleviation stage, poverty alleviation and development stage, poverty alleviation and development stage in an all-round way, poverty alleviation and development in-depth development stage.
Chapter III Policies and Measures for the Poverty Alleviation and Development of the Disabled in Rural Areas. This chapter mainly introduces the relevant policies and measures from five aspects. Fifth, to organize and mobilize people from all walks of life to participate in the poverty alleviation and development of the rural disabled.
Chapter Four: The present situation and Countermeasures of poverty alleviation and development for the rural disabled. This part first expounds the favorable conditions of poverty alleviation and development for the rural disabled in China, then introduces the problems faced by poverty alleviation and development for the rural disabled in China, and finally puts forward corresponding solutions to these problems.
