【摘要】：醫(yī)養(yǎng)結(jié)合養(yǎng)老模式是基于人口老齡化日益嚴(yán)重以及醫(yī)療服務(wù)和養(yǎng)老服務(wù)長(zhǎng)期分離的大背景而出現(xiàn)的。所謂醫(yī)養(yǎng)結(jié)合就是將醫(yī)療和養(yǎng)老相結(jié)合,在傳統(tǒng)養(yǎng)老模式的基礎(chǔ)上,對(duì)老年人的身體健康和醫(yī)療服務(wù)給予極高重視的一種新型養(yǎng)老模式。政府在醫(yī)養(yǎng)結(jié)合養(yǎng)老模式中應(yīng)扮演引導(dǎo)者、監(jiān)管者和支持者的角色,但是在目前滕州市推進(jìn)醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的過(guò)程中,政府履行自身責(zé)任出現(xiàn)了一些問(wèn)題,包括缺乏頂層設(shè)計(jì)、宣傳力度不夠、醫(yī)護(hù)人才的培養(yǎng)和管理不到位、資金扶持不完善、未建立評(píng)估和監(jiān)督體系標(biāo)準(zhǔn)、未建立醫(yī)養(yǎng)結(jié)合風(fēng)險(xiǎn)規(guī)避機(jī)制等。這些問(wèn)題的存在都有其產(chǎn)生的原因,比如政府推行醫(yī)養(yǎng)結(jié)合的動(dòng)力不足、政府財(cái)政赤字嚴(yán)重、傳統(tǒng)思想觀念的影響給政府履責(zé)帶來(lái)困難,政府懶政現(xiàn)象存在,工作主動(dòng)性差等。針對(duì)這些問(wèn)題和原因,可以從加強(qiáng)對(duì)醫(yī)養(yǎng)結(jié)合的宣傳力度、做好醫(yī)護(hù)人才的培養(yǎng)和管理工作、做好頂層設(shè)計(jì)、完善資金扶持、建立評(píng)估監(jiān)督體系、建立風(fēng)險(xiǎn)規(guī)避機(jī)制等方面完善政府責(zé)任。
[Abstract]:The combination of medical care and support for the aged is based on the aging of the population and the separation of medical services and old-age services for a long time. The so-called combination of medical care and old-age care is a new type of old-age care model which attaches great importance to the health and medical services of the elderly on the basis of the traditional old-age model. The government should play the role of a guide, a supervisor and a supporter in the mode of health care and support for the aged. However, in the process of promoting the model of the combination of medicine and support in Tengzhou, there have been some problems for the government to fulfill its own responsibilities. Including the lack of top-level design, insufficient propaganda, the training and management of medical talents is not in place, the financial support is not perfect, the evaluation and supervision system standards have not been established, and the risk aversion mechanism has not been established. There are some reasons for these problems, such as the insufficient power of the government to carry out the combination of medical care and support, the serious fiscal deficit of the government, the influence of the traditional ideology on the government's responsibility, the existence of the government's lazy government, the poor initiative of the government and so on. In view of these problems and reasons, we can strengthen the publicity of the combination of medical and nursing, do a good job in training and management of medical talents, do a good job in top-level design, improve financial support, and establish an evaluation and supervision system. The establishment of risk aversion mechanism and other aspects of improving government responsibility.
