【摘要】：學(xué)術(shù)界關(guān)于南海爭端與中國國家安全的研究,大多基于對(duì)象國政策、南海地區(qū)權(quán)力格局以及中國政策的動(dòng)態(tài)分析,缺乏對(duì)于中國南海戰(zhàn)略思維和政策的系統(tǒng)梳理。中國南海戰(zhàn)略思維包括擱置、大局和尋求共識(shí)等多維度的內(nèi)容,同時(shí)對(duì)于爭端本質(zhì)傾向于和平的看法。它經(jīng)歷了從基于戰(zhàn)略理性的單邊默契到文化認(rèn)同的單邊默契的演進(jìn),體現(xiàn)了螺旋式變化的特點(diǎn)。中國南海戰(zhàn)略思維的固化受到特定政策效果的正反饋、道德正義性以及政治文化習(xí)慣等因素的影響,而在力量與實(shí)力對(duì)比發(fā)生變化,外生環(huán)境的震動(dòng)與刺激和領(lǐng)導(dǎo)集體的戰(zhàn)略決心增強(qiáng)的情況下,它會(huì)發(fā)生積極的調(diào)整與變化。剖析中國南海戰(zhàn)略思維的內(nèi)涵、特性及其演變,能為理解中國外交的微觀基礎(chǔ)以及處理好中國的相關(guān)爭端提供理論啟示和實(shí)踐價(jià)值。
[Abstract]:Most of the researches on the disputes in the South China Sea and China's national security are based on the policy of the target country, the power pattern in the South China Sea and the dynamic analysis of China's policy, and lack of systematic analysis of the strategic thinking and policy in the South China Sea. China's strategic thinking in the South China Sea consists of shelving, overall interests and seeking consensus, and views on the nature of disputes tend to be peaceful. It has experienced the evolution from unilateral tacit understanding based on strategic rationality to unilateral tacit understanding of cultural identity, which embodies the characteristics of spiral change. The solidification of strategic thinking in the South China Sea is influenced by positive feedback from specific policy effects, moral justice and political and cultural habits, and changes in the balance of power and strength. With the vibration and stimulation of the exogenous environment and the strategic determination of the collective leadership, it will undergo positive adjustment and change. Analyzing the connotation, characteristics and evolution of China's strategic thinking in the South China Sea can provide theoretical inspiration and practical value for understanding the micro basis of China's diplomacy and handling China's related disputes.
