【摘要】：廣東是中國改革開放的前沿城市,也是近代中國史上最先向西方國家開放的城市,其經(jīng)濟(jì)地位、經(jīng)濟(jì)總量和歷史地位在中國的發(fā)展歷程中都具有極其重要的特殊位置。同時(shí),與廣東省經(jīng)濟(jì)建設(shè)方面的成就不協(xié)調(diào)的是,廣東省吸毒現(xiàn)象不僅歷史久遠(yuǎn),而且整體形勢嚴(yán)峻,已經(jīng)給社會和諧穩(wěn)定帶來較大的威脅。本文將廣東省吸毒行為綜合治理工作細(xì)分為三大塊內(nèi)容：吸毒行為預(yù)防工作、吸毒行為治療工作和吸毒行為防復(fù)吸工作。研究者結(jié)合工作實(shí)際深入分析了廣東省吸毒現(xiàn)象頻發(fā)的背景和吸毒行為綜合治理的現(xiàn)狀,指出了廣東省有關(guān)部門在相關(guān)治理工作中的薄弱環(huán)節(jié)和改進(jìn)方向。同時(shí)本文還運(yùn)用相關(guān)理論和研究方法在XX強(qiáng)制隔離戒毒所進(jìn)行實(shí)地調(diào)查,對廣東省吸毒行為高發(fā)群體特征和影響吸毒人員復(fù)吸因素進(jìn)行了初步探索,并借鑒美國和日本來探索戒毒模式的有益經(jīng)驗(yàn),結(jié)合廣東省吸毒行為治理工作現(xiàn)狀提出了改進(jìn)和完善針對吸毒行為綜合治理的措施和方法。具體建議包括：一是優(yōu)化廣東省吸毒行為預(yù)防的相關(guān)措施,使預(yù)防工作更加有針對性；二是在廣東省吸毒行為治療領(lǐng)域中引入市場化競爭,通過市場競爭來使吸毒行為治療機(jī)構(gòu)主動提高自身的業(yè)務(wù)水平；三是多角度全方位構(gòu)建廣東省吸毒行為治理工作的防復(fù)吸體系,不斷鞏固吸毒行為治理效果；四是探索在廣東省吸毒行為綜合治理工作中建立專門針對吸毒行為治理效果的政府績效考核體系,從體制上促使治理單位對自身工作不斷進(jìn)行優(yōu)化和改進(jìn)；五是建立廣東省吸毒行為綜合治理工作的風(fēng)險(xiǎn)防控機(jī)制,保證廣東省吸毒行為治理工作的有效性和先進(jìn)性。
[Abstract]:Guangdong is the frontier city of China's reform and opening up, and it is also the first city to open to western countries in modern Chinese history. Its economic status, total economic volume and historical status have very important special position in the course of China's development. At the same time, the phenomenon of drug abuse in Guangdong Province is not only a long history, but also a severe situation, which has brought a great threat to social harmony and stability. In this paper, the comprehensive management of drug abuse in Guangdong Province is divided into three parts: drug abuse prevention, drug abuse treatment and relapse prevention. Based on the actual situation, the researcher deeply analyzes the background of frequent drug abuse phenomenon and the current situation of comprehensive management of drug abuse behavior in Guangdong Province, and points out the weak link and improvement direction of the relevant departments in Guangdong Province. At the same time, this paper also uses the relevant theory and research method to carry on the field investigation in the XX compulsory isolation and detoxification center, has carried on the preliminary exploration to the Guangdong Province drug abuse behavior high incidence colony characteristic and the influence drug user relapse factor. Based on the useful experience of the United States and Japan to explore the mode of detoxification and combining with the current situation of drug abuse management in Guangdong province, the measures and methods for improving and perfecting the comprehensive management of drug abuse behavior are put forward. Specific suggestions include: first, to optimize the relevant measures for drug abuse prevention in Guangdong Province, so as to make the prevention work more targeted; second, to introduce market-oriented competition in the field of drug abuse treatment in Guangdong Province. Through the market competition to make drug abuse treatment institutions to actively improve their own level of business, third, multi-angle comprehensive construction of drug abuse management in Guangdong Province anti-relapse system, constantly consolidate the effectiveness of drug abuse management; Fourth, to explore the establishment of a government performance appraisal system specifically aimed at the effect of drug abuse management in Guangdong Province, so as to promote the governance units to constantly optimize and improve their own work. The fifth is to establish the risk prevention and control mechanism of comprehensive drug abuse management in Guangdong Province, to ensure the effectiveness and advanced nature of drug abuse management in Guangdong Province.
