【摘要】：社區(qū)民營微型養(yǎng)老院是機(jī)構(gòu)養(yǎng)老的發(fā)展趨勢,然而社區(qū)民營微型養(yǎng)老院在設(shè)立和經(jīng)營過程中存在諸多問題,審批難,運營成本高,收益周期長,服務(wù)質(zhì)量參差不齊,政府部門不易監(jiān)督管理等,嚴(yán)重削弱了其養(yǎng)老服務(wù)功能的發(fā)揮。結(jié)合連鎖經(jīng)營理論,論證了社區(qū)民營微型養(yǎng)老院連鎖經(jīng)營的可行性和優(yōu)越性。認(rèn)為社區(qū)民營微型養(yǎng)老院的連鎖化運營與各利益主體的利益訴求耦合,即發(fā)揮規(guī)模效應(yīng),降低了運營商的運營成本,利潤空間得到了拓展;服務(wù)形式多樣,服務(wù)質(zhì)量有保障,老人和老人子女滿意度高;利于政府監(jiān)督管理等,并從定義、選址、經(jīng)營者的選擇、組織性質(zhì)、連鎖擴(kuò)張方式和組織架構(gòu)等幾個方面探討了社區(qū)連鎖養(yǎng)老院的經(jīng)營模式,最后分析了政府在社區(qū)民營微型養(yǎng)老院連鎖化發(fā)展中的作用,即要加強(qiáng)各類強(qiáng)制型政策、市場型政策、信息引導(dǎo)型政策和自愿型政策工具的支撐。
[Abstract]:The community private miniature nursing home is the development trend of the institution for the aged. However, there are many problems in the establishment and operation of the community private miniature nursing home, such as difficult examination and approval, high operating cost, long income cycle, and uneven service quality. It is difficult for government departments to supervise and manage, which seriously weakens the function of pension service. Combined with chain management theory, the feasibility and superiority of community private mini nursing home chain operation are demonstrated. It is considered that the chain operation of the community private miniature nursing home is coupled with the interest demands of the various stakeholders, that is, the scale effect is brought into play, the operation cost of the operator is reduced, the profit space is expanded, the service forms are diverse, and the service quality is guaranteed. The elderly and their children have a high degree of satisfaction, which is conducive to government supervision and management, and discusses the business model of community chain nursing homes from the aspects of definition, location selection, operator selection, organizational nature, chain expansion mode and organizational structure, etc. Finally, the paper analyzes the role of government in the chain development of community private mini-nursing homes, that is, to strengthen the support of various compulsory policies, market-based policies, information-oriented policies and voluntary policy tools.
