權(quán)力、制度、文化:亞太區(qū)域體系轉(zhuǎn)型研究

【摘要】:改革開(kāi)放以來(lái),中國(guó)經(jīng)濟(jì)取得長(zhǎng)足發(fā)展,綜合國(guó)力顯著提高,中國(guó)的發(fā)展讓世界矚目。隨著美國(guó)重返亞太戰(zhàn)略的實(shí)施,中美兩國(guó)在亞太地區(qū)的博弈成為世界關(guān)注的焦點(diǎn),亞太地區(qū)隨即也成為了國(guó)際社會(huì)的熱土。隨著美國(guó)綜合國(guó)力的相對(duì)衰落、中國(guó)以及亞太地區(qū)發(fā)展中國(guó)家的強(qiáng)勢(shì)崛起,亞太地區(qū)的國(guó)家間力量對(duì)比隨之變化,從而導(dǎo)致亞太區(qū)域體系呈現(xiàn)轉(zhuǎn)型之勢(shì)。本文主要采用國(guó)際體系轉(zhuǎn)型的一般研究方法,運(yùn)用國(guó)際關(guān)系理論三大主流學(xué)派的核心話(huà)語(yǔ)—權(quán)力、制度、文化,研究亞太區(qū)域體系的轉(zhuǎn)型。冷戰(zhàn)結(jié)束之前,亞太區(qū)域體系歷史經(jīng)歷了從以中國(guó)為核心的朝貢體系、近代的殖民體系到美蘇兩極格局體系的演進(jìn)。冷戰(zhàn)結(jié)束,兩極格局瓦解,在國(guó)際體系轉(zhuǎn)型的同時(shí),亞太區(qū)域體系也出現(xiàn)轉(zhuǎn)型之勢(shì)。從權(quán)力結(jié)構(gòu)上看,亞太區(qū)域權(quán)力結(jié)構(gòu)發(fā)生了從兩極對(duì)峙到“一超多強(qiáng)”再到美中并立、各占優(yōu)勢(shì)的變化。從制度合作上看:亞太區(qū)域的制度合作從冷戰(zhàn)時(shí)期的陣營(yíng)分野明顯中走出,取得長(zhǎng)足進(jìn)步,實(shí)現(xiàn)了從軍事向經(jīng)濟(jì)、從個(gè)別向區(qū)域合作的轉(zhuǎn)變,并在此基礎(chǔ)上出現(xiàn)了許多新的區(qū)域性合作機(jī)制。從區(qū)域觀念上看:冷戰(zhàn)思維雖然淡化,意識(shí)形態(tài)直接對(duì)抗減弱,但是政治互信難以達(dá)成,共有觀念建構(gòu)障礙猶存。顯然,國(guó)際體系的轉(zhuǎn)型不是一蹴而就的,亞太區(qū)域體系亦是如此。在國(guó)際體系轉(zhuǎn)型的大背景下,亞太區(qū)域體系的轉(zhuǎn)型呈現(xiàn)出了與之不同的特點(diǎn)—轉(zhuǎn)型與延續(xù)并存。亞太區(qū)域體系在權(quán)力結(jié)構(gòu)、制度合作上與國(guó)際體系轉(zhuǎn)型呈現(xiàn)一致,但是亞太區(qū)域體系在共有觀念的形成方面較國(guó)際體系的轉(zhuǎn)型更為困難。中國(guó)作為崛起大國(guó),不僅在權(quán)力結(jié)構(gòu)、制度合作等方面對(duì)國(guó)際體系轉(zhuǎn)型產(chǎn)生了重大影響,中國(guó)更是亞太區(qū)域體系轉(zhuǎn)型與延續(xù)中的關(guān)鍵變量,要順應(yīng)體系轉(zhuǎn)型,謀求跨越發(fā)展,中國(guó)必須在注重科學(xué)發(fā)展、增強(qiáng)國(guó)家實(shí)力,倡導(dǎo)區(qū)域合作、提升話(huà)語(yǔ)權(quán),提升文化共識(shí)、增進(jìn)國(guó)家軟實(shí)力等方面有所作為。
[Abstract]:Since the reform and opening up, China's economy has made great progress and its comprehensive national strength has improved significantly. China's development has attracted the attention of the world. With the implementation of the American strategy of returning to the Asia-Pacific region, the game between China and the United States in the Asia-Pacific region has become the focus of the world's attention, and the Asia-Pacific region has become the hot spot of the international community. With the relative decline of the comprehensive national strength of the United States and the strong rise of China and the developing countries in the Asia-Pacific region, the power balance among the countries in the Asia-Pacific region changes, which leads to the trend of the transformation of the Asia-Pacific regional system. This paper mainly adopts the general research method of the transformation of international system, uses the core discourse of three major schools of international relations theory-power, institution, culture, and studies the transformation of Asia-Pacific regional system. Before the end of the Cold War, the history of the Asia-Pacific regional system experienced the evolution from the tributary system with China as the core, the modern colonial system to the bipolar pattern system of the United States and the Soviet Union. At the end of the Cold War, the bipolar structure disintegrated, while the international system transformed, the Asia-Pacific regional system also appeared the trend of transformation. From the power structure point of view, the power structure in the Asia-Pacific region has changed from the bipolar confrontation to the "one superpower" and then to the United States and China side by side. From the perspective of institutional cooperation: institutional cooperation in the Asia-Pacific region has made considerable progress from a clear separation of camps during the Cold War period, and has achieved a transformation from military to economic, from individual to regional cooperation. On this basis, there are many new regional cooperation mechanisms. From the view of regional concept: although the Cold War mentality is weakened and the ideological confrontation is weakened, the political mutual trust is difficult to achieve, and the obstacles to the construction of common ideas still exist. It is clear that the transformation of the international system will not be accomplished overnight, nor will the Asia-Pacific regional system. Under the background of the transformation of international system, the transformation of Asia-Pacific regional system presents different characteristics: transformation and continuity coexist. The power structure and institutional cooperation of the Asia-Pacific regional system are consistent with the transformation of the international system, but the formation of the concept of common ownership in the Asia-Pacific regional system is more difficult than the transformation of the international system. As a rising power, China not only has a great influence on the transformation of the international system in the aspects of power structure and institutional cooperation, but also is a key variable in the transformation and continuation of the Asia-Pacific regional system. China must pay attention to scientific development, strengthen national strength, advocate regional cooperation, promote the right to speak, promote cultural consensus, and enhance national soft power.
