【摘要】：街道辦事處是我國政府組織體系中的重要一部分,作為區(qū)政府的派出機(jī)構(gòu),在連接政府與城市社區(qū)之間一直發(fā)揮著非常重要的作用,為社會(huì)的和諧穩(wěn)定發(fā)展擔(dān)當(dāng)著重要角色。然而,隨著蘇州經(jīng)濟(jì)社會(huì)的快速發(fā)展和轉(zhuǎn)型要求,城市社區(qū)建設(shè)的不斷深化和創(chuàng)新水平,街道辦事處的工作職能事項(xiàng)也發(fā)生了很大的變動(dòng),顯現(xiàn)出了很多新的問題,迫切需要一定的改革舉措來適應(yīng)新的社會(huì)發(fā)展趨勢。本文著眼于觀前街道辦事處的職能定位問題研究,基于文獻(xiàn)分析,結(jié)合對蘇州市姑蘇區(qū)觀前街道辦事處的實(shí)地調(diào)研,展開本篇論文,論文主要內(nèi)容分三個(gè)部分。第一部分是主要介紹了本篇論文涉及到的一些中心概念及應(yīng)用理論;第二部分是在我國街道辦事處歷史沿革的背景下同步展現(xiàn)了觀前街道辦事處的歷史沿革,基于觀前街道辦事處的概況和組織架構(gòu),梳理了觀前街道辦事處的職能事項(xiàng),系統(tǒng)闡述了目前存在的突出問題,深入分析了問題產(chǎn)生的原因;第三部分是在對頗具代表性的北京、南京、上海及安徽等地的改革模式分析基礎(chǔ)上,結(jié)合蘇州實(shí)際,重點(diǎn)提出了觀前街道辦事處的職能定位趨勢及改革舉措的建議。本研究結(jié)論所涉及到的一些問題還需進(jìn)一步深入研究,在此僅做一些初步的探討和參考。
[Abstract]:Sub-district office is an important part of the government organization system in our country. As a regional government agency, it plays a very important role in connecting the government with the urban community, and plays an important role in the harmonious and stable development of the society. However, with the rapid development and transformation of Suzhou economy and society, the continuous deepening and innovation level of urban community construction, the work function of the sub-district office has also undergone great changes, showing many new problems. Some reform measures are urgently needed to adapt to the new social development trend. This paper focuses on the functional positioning of Guanqian Sub-district Office, based on the literature analysis, combined with the field investigation of Suzhou Guanjian Subdistrict Office, this paper is carried out, the main content of the paper is divided into three parts. The first part mainly introduces some central concepts and applied theories involved in this paper. The second part shows the historical evolution of Qianqian Subdistrict Office under the background of the historical evolution of the Subdistrict Office in China. Based on the general situation and organizational structure of the front street office, this paper combs the function items of the front street office, systematically expounds the outstanding problems existing at present, and deeply analyzes the causes of the problems. The third part is based on the analysis of the typical reform models of Beijing, Nanjing, Shanghai and Anhui, combined with the actual situation of Suzhou, the author puts forward the function orientation trend and the suggestion of reform measures. Some problems involved in this study need to be further studied, and only some preliminary discussions and references are made here.
