【摘要】："殘疾人"是一個特殊的社會群體,中國是世界上"殘疾人"數(shù)量最多的國家,目前,中國各類"殘疾人"數(shù)量已達8500萬,約占我國總人口數(shù)量的6.21%[1],"失能"形勢堪稱嚴峻,發(fā)展"殘疾人"事業(yè)顯得尤為迫切,"殘疾人"服務機構的建立與完善是"殘疾人"事業(yè)的重點工程,他直接關系到"殘疾人"需求的實現(xiàn),承擔著"殘疾人"服務供給的重要職責,是解決我國"殘疾人"問題的核心力量,中國殘疾人事業(yè)"十三五"規(guī)劃指出:"未來五年時間,必須著力于從中國以及各個地區(qū)實際情況出發(fā),充分考慮國際國內及區(qū)域殘疾人事業(yè)發(fā)展態(tài)勢,制定適合本地區(qū)的殘疾人發(fā)展規(guī)劃[2]。"合肥市的"殘疾人"服務機構是"殘疾人"服務的遞送者,是本市"殘疾人"事業(yè)的基礎民生工程,合肥市"殘疾人"服務機構的發(fā)展是堅持探索、不斷突破的歷史,"殘疾人"服務機構迎來了進步,也出現(xiàn)了問題,因此,如何實現(xiàn)合肥市"殘疾人"服務機構健康優(yōu)質地發(fā)展是值得研究的重要課題。本文主要從七個章節(jié)對合肥市"殘疾人"服務機構展開研究:第一章是緒論。介紹了論文的研究目的與研究意義,簡述了國內外研究現(xiàn)狀,理清了論文的研究思路和研究方法;第二章是"殘疾人"服務機構相關概念及理論依據(jù)。界定了本文涉及的相關概念,介紹了論文的主要理論依據(jù);第三章是我國"殘疾人"服務機構的總體狀況。介紹了我國"殘疾人"服務機構的歷史沿革、主要種類、服務對象、相關法律及政策;第四章是合肥市"殘疾人"服務機構的現(xiàn)狀;第五章是合肥市"殘疾人"服務機構的主要問題;第六章是合肥市"殘疾人"服務機構問題的相關對策。
[Abstract]:"disabled people" is a special social group. China has the largest number of "disabled people" in the world. At present, the number of "disabled persons" in China has reached 85 million, accounting for 6.21% of the total population in China. It is particularly urgent to develop the cause of "disabled person". The establishment and perfection of the service organization of "disabled person" is the key project of the cause of "disabled person", and it is directly related to the realization of the demand of "disabled person". Undertaking the important responsibility of providing services for the "disabled" is the core force to solve the problem of "disabled people" in China. The 13th Five-Year Plan for the cause of disabled Persons in China points out: "in the next five years, We must focus on the actual situation in China and various regions, take full account of the international, domestic and regional development situation of the cause of disabled people, and formulate a development plan for persons with disabilities suitable for the region [2]. " The "disabled" service organization in Hefei is the courier of the "disabled" service, the basic livelihood project of the "disabled" cause in this city, and the development of the "disabled" service organization in Hefei is to persist in exploring. In the history of continuous breakthrough, the service organization of "disabled person" has ushered in progress and problems. Therefore, how to realize the healthy and high quality development of "disabled person" service organization in Hefei is an important subject worth studying. This article mainly from seven chapters to Hefei "disabled" service organization research: the first chapter is the introduction. This paper introduces the purpose and significance of the research, briefly describes the current research situation at home and abroad, and clarifies the research ideas and methods of the thesis. Chapter two is the related concepts and theoretical basis of the service organization for the disabled. This paper defines the related concepts of this paper, introduces the main theoretical basis of the paper. Chapter three is the general situation of the "disabled" service organization in China. This paper introduces the history, main categories, service objects, relevant laws and policies of the service institutions for the disabled in China, the fourth chapter is about the present situation of the service institutions for the disabled in Hefei. The fifth chapter is the main problems of the "disabled" service organization in Hefei, and the sixth chapter is the relevant countermeasures of the "disabled" service organization in Hefei.
