【摘要】：文章在多方案預(yù)測21世紀我國人口變動趨勢的基礎(chǔ)上,發(fā)現(xiàn)2016年起實施全面兩孩政策對從宏觀上減緩老年撫養(yǎng)比的影響要大于減緩老年人口系數(shù)的影響;而且隨著時間的推移,在2100年的影響將會進一步顯現(xiàn)。實施全面兩孩政策雖然會使我國在2030左右提前關(guān)閉"人口紅利"的機會視窗,但它能減緩21世紀下半葉的總撫養(yǎng)比,從長期看有利于人口均衡發(fā)展。實施全面兩孩政策從微觀上對增強我國家庭養(yǎng)老功能的影響更大,有利于提高"四二二"家庭結(jié)構(gòu)比例,增強2040年后大批獨生子女父母進入高齡時的家庭養(yǎng)老功能,規(guī)避與生育政策有關(guān)的獨生子女不幸死亡和傷殘給家庭養(yǎng)老帶來的風(fēng)險。
[Abstract]:On the basis of predicting the trend of population change in China in the 21st century, the paper finds that the effect of implementing the comprehensive two-child policy on the macro-slowing of old-age dependency ratio is greater than that of slowing down the elderly population coefficient from 2016 on, and with the passage of time, The impact will be further evident in 2100. Although the implementation of the comprehensive two-child policy will make our country close the window of opportunity of "demographic dividend" early in 2030 or so, it can slow down the total dependency ratio in the second half of the 21st century, which is beneficial to the balanced development of the population in the long run. The implementation of the comprehensive two-child policy has a greater microcosmic impact on strengthening the family pension function in China, which is conducive to raising the proportion of the family structure of "four twenty-two" and enhancing the family old-age support function of a large number of parents with only children entering old age after 2040. To avoid the risk of family pension caused by the death and disability of only child related to birth policy.
