【摘要】："留守兒童"作為一個(gè)特殊群體已廣泛進(jìn)入大眾的視線,備受政府和社會(huì)各界的強(qiáng)烈關(guān)注。目前,政府和社會(huì)解決留守兒童問(wèn)題主要是圍繞解決這些兒童的生活、安全、社交等基本問(wèn)題。2016年2月4日,國(guó)務(wù)院印發(fā)了《關(guān)于加強(qiáng)農(nóng)村留守兒童關(guān)愛(ài)保護(hù)工作的意見(jiàn)》,全國(guó)也有26個(gè)省份出臺(tái)了保護(hù)留守兒童的實(shí)施意見(jiàn),30個(gè)省份建立了領(lǐng)導(dǎo)協(xié)調(diào)機(jī)制。內(nèi)蒙古自治區(qū)從留守兒童關(guān)愛(ài)服務(wù)體系建設(shè)、救助保護(hù)機(jī)制以及減少留守現(xiàn)象等方面,建立了一套完備的保障機(jī)制。烏拉特后旗作為一個(gè)少數(shù)民族邊境旗縣從自身地域特點(diǎn)、民族特點(diǎn)、發(fā)展需要出發(fā),從公共治理的視角下,引導(dǎo)形成的政府主導(dǎo)、部門(mén)聯(lián)動(dòng)、社會(huì)團(tuán)體支持、群眾參與的"四級(jí)關(guān)愛(ài)模式",成為當(dāng)前政府和社會(huì)解決留守流動(dòng)兒童問(wèn)題的一項(xiàng)重要措施。本文主要以當(dāng)?shù)鼐哂杏绊懥�、凝聚力、輻射帶�?dòng)力的"周末媽媽"活動(dòng)為例,通過(guò)數(shù)據(jù)分析、走訪調(diào)研等方式了解烏拉特后旗留守兒童主要問(wèn)題現(xiàn)狀、產(chǎn)生原因和危害,重點(diǎn)對(duì)留守兒童關(guān)愛(ài)服務(wù)體系建設(shè)情況進(jìn)行了全面的分析和研究,提出了政府、社會(huì)、群眾以及家庭等方面存在的制約因素,并結(jié)合當(dāng)?shù)貙?shí)踐經(jīng)驗(yàn),建議從建立健全政府主導(dǎo)格局、加快制度改革步伐,完善農(nóng)民工返鄉(xiāng)就業(yè)創(chuàng)業(yè)機(jī)制、大力推進(jìn)教育均衡發(fā)展、建立救助平臺(tái)等八個(gè)方面,進(jìn)一步改進(jìn)和完善烏拉特后旗留守兒童關(guān)愛(ài)服務(wù)體系。
[Abstract]:As a special group, Left-behind Children have been widely seen by the public and paid close attention to by the government and all walks of life. At present, the government and society solve the problem of left-behind children mainly by solving the basic problems of their lives, security, social interaction, etc. On February 4, 2016, The State Council issued opinions on strengthening the care and protection of left-behind children in rural areas, 26 provinces in the country issued implementation opinions on the protection of left-behind children, and 30 provinces established leadership coordination mechanisms. The Inner Mongolia Autonomous region has established a set of complete safeguard mechanism from the following aspects: the construction of care and service system for left-behind children, the mechanism of relief and protection, and the reduction of the phenomenon of left-behind. As a border flag county of ethnic minorities, Ulat Houqi is guided by government leading, department linkage and social group support from the perspective of public administration, starting from its own regional characteristics, ethnic characteristics and development needs. The "four-level care mode" of mass participation has become an important measure for the government and society to solve the problem of left-behind floating children. This article mainly takes the local influence, the cohesive force, the radiation driving force "weekend mother" activity as an example, through the data analysis, visits the investigation and so on way to understand the Urat rear flag left behind the child main problem present situation, produces the reason and the harm. It focuses on the comprehensive analysis and research on the construction of care and service system for left-behind children, puts forward the restrictive factors in government, society, the masses and families, and combines with local practical experience. It is suggested that from eight aspects, such as establishing and perfecting the government leading pattern, speeding up the pace of system reform, perfecting the mechanism of migrant workers returning to their hometowns for employment and entrepreneurship, vigorously promoting the balanced development of education, establishing relief platforms, etc. To further improve and improve the care service system for children left behind in the post-Urat flag.
