【摘要】：中國周邊地區(qū)是經(jīng)濟(jì)、政治、文化差別很大的地區(qū),是中國完成“兩個(gè)一百年”的奮斗目標(biāo),實(shí)現(xiàn)中國夢的重要依托。這里不僅有對世界重要影響的國家,還有重要的影響的區(qū)域一體化組織。周邊的安全形勢對于中國有著很大的關(guān)系。周邊外交是中國整體外交的重要部分。隨著形勢的不斷變化,周邊的外交政策也在不斷的變化。從“睦鄰”到“與鄰為善、以鄰為伴”再到“睦鄰、安鄰、富鄰”,尤其是,習(xí)近平主席提出了要打造周邊命運(yùn)共同體,可以看出周邊外交政策正在不斷地成熟。如何統(tǒng)籌國內(nèi)、國外兩個(gè)大局,構(gòu)建周邊命運(yùn)共同體,不僅有著重要的現(xiàn)實(shí)意義,還有著重要的理論意義。本文著重研究構(gòu)建周邊命運(yùn)共同體,對命運(yùn)共同體的相關(guān)理論進(jìn)行了分析,如:共同體的內(nèi)涵、命運(yùn)共同體思想來源、命運(yùn)共同體的發(fā)展歷程。從中國周邊外交政策歷史發(fā)展、中國與周邊國家關(guān)系來討論周邊命運(yùn)共同體的可行性。從中國周邊的環(huán)境、中國外部大國的力量、中國內(nèi)部的因素來分析存在的困難,以及如何在這些困難的基礎(chǔ)上推進(jìn)周邊共同體的建設(shè)。周邊命運(yùn)共同體的構(gòu)建是一個(gè)艱難的過程,它的構(gòu)建不是一朝一夕就能夠完成的,可能需要幾代人才能夠完成這一偉大的目標(biāo)。周邊命運(yùn)共同體是中國提出來的,是一個(gè)可以實(shí)現(xiàn)共贏的夢想。它需要中國和周邊國家共同努力,而不是僅僅依靠中國一個(gè)國家來完成。
[Abstract]:The surrounding areas of China are very different in economy, politics and culture, which is the important support for China to accomplish the goal of "two hundred years" and to realize Chinese Dream. There are not only countries with important influence on the world, but also regional integration organizations with important influence. The surrounding security situation has a lot to do with China. Peripheral diplomacy is an important part of China's overall diplomacy. As the situation changes, foreign policy around it is also changing. From "good-neighborliness" to "being good with neighbors, being partners with neighbors" to "good-neighbourliness, peace and prosperity", especially President Xi Jinping's proposal to build a neighboring community of destinies shows that foreign policy around the region is constantly maturing. It is not only of practical significance but also of great theoretical significance to coordinate the two situations at home and abroad and to construct the peripheral community of destiny. This paper focuses on the construction of the neighboring community of destiny, and analyzes the relevant theories of the community of destiny, such as the connotation of the community, the origin of the thought of the community of destiny, and the development of the community of destiny. From the historical development of China's foreign policy, the relationship between China and neighboring countries to discuss the feasibility of neighboring communities of destiny. Based on China's surrounding environment, the power of China's external powers, and the internal factors of China, this paper analyzes the difficulties and how to promote the construction of neighboring communities on the basis of these difficulties. The construction of the peripheral community of destiny is a difficult process, it can not be completed overnight, it may take several generations to complete this great goal. The neighboring Destiny Community was put forward by China and is a win-win dream. It requires China and its neighbors to work together, rather than relying on China alone.
